Book excerpt: The great technological leaps in communications, information technology and precision munitions have spawned a "Revolution in Military Affairs" that seeks to leverage the information age to produce a new paradigm of warfare. One product of this revolution is the concept of "Shock and Awe", which advocates achieving rapid dominance of an adversary by the application of military force of such magnitude, precision and swiftness that it stuns the enemy, breaks the will to resist and makes further resistance appear futile. In theory, "Shock and Awe" will force a quick capitulation by the enemy with forces that may even be smaller in number than the enemy's forces. An operational art critique of "Shock and Awe" reveals the strengths and weaknesses of the concept. It identifies its roots in the coercive air power theories of Boyd and Warden, details the significant burden intelligence carries in conducting a "Shock and Awe" operation, notes the impact the "fog" and "friction" of war could produce and outlines the inherent difficulties of targeting the enemy's will as a center of gravity. "Shock and Awe" is a concept worthy of consideration by combatant and joint task force commanders, but must not become a sole strategy for winning a major conflict.

However, it will still be years, if not decades, before potential adversaries will be able to deploy systems with a full panoply of capabilities that are equivalent to or better than the aggregate strength of the ships, aircraft, armored vehicles, and weapons systems in our inventory. Even if an adversary could deploy similar systems, then matching and overcoming the superb training and preparation of American service personnel would still be a daunting task.

Book excerpt: This paper evaluates Shock and Awe through a futuristic lens. In 2011 China conducts asymmetric attacks against the United States and conventional war against Taiwan. Shortly after China occupies Taiwan the President of the United States commissions a working group to evaluate the concept of shock and awe. The working group out-brief report provides an orientation examination and evaluation of shock and awe. The report begins with a review of the 1996 National Defense University book Shock and Awe. Next the report examines and evaluates the historical examples used in the 1996 publication and identifies alternative historical lessons for shock and awe. Lastly the working group conducts a selective comparison between Shock and Awe and China's seminal 9and controversial) treatise, Unrestricted Warfare. Based on the analysis the working group determined that Shock and Awe maximized conventional warfare capabilities but failed to address the asymmetric and unconventional threats posed by China. Recommendations (1) Shock and awe needs to cast a wider conceptual net (2) The U.S. approach to operational art needs to be expanded and refined. (3) More integration and jointness between military and non-military centers of power is required for future war. (4) Warfighting needs to be treated as both an art and a science. (5) Ends ways and means need to be mutually suppolting; balancing fl%e human organisational and technical aspects of conflict are essential for success in future war.

Book excerpt: Over the last decade (and indeed ever since the Cold War), the rise of insurgents and non-state actors in war, and their readiness to use terror and other irregular methods of fighting, have led commentators to speak of 'new wars'. They have assumed that the 'old wars' were waged solely between states, and were accordingly fought between comparable and 'symmetrical' armed forces. Much of this commentary has lacked context or sophistication. It has been bounded by norms and theories more than the messiness of reality. Fed by the impact of the 9/11 attacks, it has privileged some wars and certain trends over others. Most obviously it has been historically unaware. But it has also failed to consider many of the other dimensions which help us to define what war is - legal, ethical, religious, and social. The Changing Character of War, the fruit of a five-year interdisciplinary programme at Oxford of the same name, draws together all these themes, in order to distinguish between what is really changing about war and what only seems to be changing. Self-evidently, as the product of its own times, the character of each war is always changing. But if war's character is in flux, its underlying nature contains its own internal consistency. Each war is an adversarial business, capable of generating its own dynamic, and therefore of spiralling in directions that are never totally predictable. War is both utilitarian, the tool of policy, and dysfunctional. This book brings together scholars with world-wide reputations, drawn from a clutch of different disciplines, but united by a common intellectual goal: that of understanding a problem of extraordinary importance for our times.
