They are also the dominant means of transporting a range of potentially destabilizing commodities that threaten states and societies throughout the developing and developed worlds. Maritime transport is the preferred mode for this clandestine trade not least because the high seas are the most difficult areas of our planet to monitor or regulate. No state effectively controls the vastness of this territory; despite advances in the application of satellite and ship monitoring technologies and enhanced information sharing in certain areas, much remains unknown. This SIPRI Policy Paper aims to fill a crucial knowledge gap by, for the first time in a public document, providing an analysis of the ships involved in the transport of some of the most destabilizing commodities: narcotics, arms and dual-use goods essential to the development of weapons of mass destruction. It also identifies 'choke points' and weaknesses in trafficking techniques, which, if the political will and requisite resources exist, can be exploited to better prevent destabilizing maritime transfers. The study further recommends actions that could be implemented at relatively low cost, using existing mechanisms, but that could have major and lasting benefits for global economic and human security. Through this study, the authors offer a much-needed focus on and practical solutions to one of the most important global security challenges for policymakers, civil society and industry in the 21st century.

Book excerpt: Makassar was an early-modern Southeast Asian kingdom which has been seen as exemplifying "The Age of Commerce," both in its trade-based prosperity in the late 16th and early 17th centuries, and its decline into insignificance following conquest by the Dutch East India Company in 1667. Statistical analysis of the Dutch harbormasters' registers (which listed incoming and outgoing non-Company traffic) reveals that Makassar actually succeeded in establishing new and profitable networks after a difficult period of transition. Whereas slaves and rice had once been predominant exports, by the mid-1700s sea cucumbers, in great demand in China, had become the most important commodity. This volume provides detailed material on shipping, crews, armament, routes, merchandise and skippers, and hence offers unique insights into both the trade of Makassar itself, and the wider transformations of Asian commerce in the 18th century.

The aim was to examine the economic reasons for the growth of British shipping before the arrival of modern technology, with a particular attention on overseas trade. The study can roughly be divided into two halves. The first is an in-depth exploration the roles within the shipping industry, from shipbuilders and shipowners to seamen and masters, from an economic perspective. The second is a chapter-by-chapter review of British overseas trade with Northern Europe, Southern Europe, the Mediterranean, East India, and America and the West Indies. The final two chapters diverge from the main sections, and focus on the interplay between government, war, and shipping. Davis attaches no extra significance to any particular nation or role, and offers an even-handed approach to maritime history still considered rare in the present day. Costs, profits, voyage estimates, ship-prices, and earnings all come under close and equal scrutiny as Davis seeks to understand the trades and developments in shipping during the period. To conclude, he places the study into a broader historical context and discovers that shipping played a measured but crucial role in the development of industrialisation and English economic development. Book excerpt: We investigate and quantify the relationship between agricultural commodities and ocean-going freight rates, using a weekly dataset from 2010 to 2019 and a Vector Error Correction Methodology. The results are firstly supportive of the view that vessel classes are highly interconnected, and secondly confirm that commodity prices can have a strong impact on freight rates across most vessel classes. For commodities in which no impact is registered on freight rates, the possibility of substitution effects exists. Furthermore, the results indicate that the markets in which these products trade can be a significant determinant of future freight rate movements. These findings can be particularly useful for agricultural businesses that are concerned with the transportation cost of their products and the ways that the latter can be mitigated.
