Book excerpt: This document was originally intended to be a pilot study of the hidden costs facing U.S. shipyards in the process of "economically converting" from almost entirely military ship construction to designing and building commercial ships for the international market. The project evolved after many budgetary and other delays, with Avondale as the U.S. Pilot yard and Kvaerner Masa Marine s access to the working structure of Northern European yards. The result was an analysis of North American shipyards compared with Northern European yards in the design, construction and overall management and work organization of building commercial ships for the international market. Origin of Study: The need for a study is identified by The Shipbuilders Council of America (SCA) in August 1990 at a Shipbuilding Committee meeting. The SCA staff developed the NSRP Project Abstract. The SNAME Production Committee Panel SP-5 - Innovation in Human Resource Management, adopted the project. After long funding delays, American Management Systems (AMS) wins the study contract in 1995. AMS adds Kvaerner Masa Marine (KMM) and SPAR Associates to the team. Insights into Kvaerner's Finnish and Norwegian Yards is added. Avondale is the pilot shipyard partner. Saint John Shipbuilding Limited has been added to the study to provide a more North American perspective with a Canadian shipbuilding cost model. Purpose: The overall objective of this study is to conduct an analysis and provide a pilot study report that identifies, measures and provides guidance to U.S. shipyards to reduce the hidden costs which are caused by bad practices instilled in the U.S. shipyards by previous government ship construction work. These difficult to evaluate costs are a legacy left to North American shipyards which in the U.S. have been constructing military ships for over 25 years operating under the regulations imposed by mostly government contracts. i.

Available in PDF, EPUB and Kindle. Book excerpt: The report examines the investment cost of US naval ships in order to determine whether alternative procurement practices might lead to reduced costs. The analysis was limited to privately owned shipyards in the United States and other selected countries and was only concerned with that portion of the work carried out in the shipyard (i.e., it did not consider Government-furnished equipment). The report identifies three ways in which the procurement cost of US naval ships could be reduced. First, research indicated that between 1951 and 1965 the US Navy could have aggregated its ship purchasing so as to realize fully those cost reductions typically associated with volume procurement. Second, the US naval shipbuilding industry could have exhibited more efficiency than it did given US factor costs. Third, the US Navy could purchase ships from selected foreign shipbuilders at reduced cost. (Author).

Book excerpt: The U.S. shipbuilding industry now confronts grave challenges in providing essential support of national objectives. With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

Book excerpt: The Navy is required by law to submit a report to the Congress each year that projects the service's shipbuilding requirements, procurement plans, inventories, and costs over the coming 30 years. Since 2006, the Congressional Budget Office (CBO) has been performing an independent analysis of the Navy's latest shipbuilding plan at the request of the Subcommittee on Seapower and Expeditionary Forces of the House Armed Services Committee. This CBO report, the latest in that series, summarizes the ship requirements and purchases described in the Navy's 2011 plan and assesses their implications for the Navy's funding needs and ship inventories through 2040. The new plan appears to increase the required size of the fleet compared with earlier plans, while reducing the number of ships to be purchased, and thus the costs for ship construction, over the next three decades. Despite those reductions, the total costs of carrying out the 2011 plan would be much higher than the funding levels that the Navy has received in recent years.
