Book excerpt: Recent work on the growth of British naval power during the eighteenth and nineteenth centuries has emphasised developments in the political, constitutional and financial infrastructure of the British state. Naval Power and British Culture, 1760-1850 takes these considerations one step further, and examines the relationship of administrative culture within government bureaucracy to contemporary perceptions of efficiency in the period 1760-1850. By administrative culture is meant the ideas, attitudes, structures, practices and mores of public employees. Inevitably these changed over time and this shift is examined as the naval departments passed through times of crisis and peace. Focusing on the transition in the culture of government employees in the naval establishments in London - in the Navy and Victualling Offices - as well as the victualling yard towns along the Thames and Medway, Naval Power and British Culture, 1760-1850 concerns itself with attitudes at all levels of the organisation. Yet it is concerned above all with those whose views and conduct are seldom reported, the clerks, artificers, secretaries and commissioners; those employees of government who lived in local communities and took their work experience back home with them. As such, this book illuminates not only the employees of government, but also the society which surrounded and impinged upon naval establishments, and the reciprocal nature of their attitudes and influences.

Book excerpt: Colonial expert and pamphleteer William Knox has received attention in virtually every major study of the American Revolution, yet this is the first biography of Knox ever written. Knox is best known as undersecretary of state in the American Department of the British government from 1770 to 1782. A prolific and candid commentator, he also made a reputation as a pamphleteer, defending the imperial cause during the decade preceding the Revolution. It had been his experience as provost marshal in Georgia from 1757 to 1762 that convinced Knox of the danger to the empire of the growing "democratic" forces in the American colonies. While numerous historical works have focused on this or that aspect of Knox's career and thought, such treatment has produced at best a jigsaw portrait. Bellot's comprehensive narrative reveals Knox as a person—one whose Calvinist heritage and Scots-Irish upbringing profoundly influenced his view of empire—and as a historical actor and witness. Here is a look at the events of the revolutionary period through the eyes of a British bureaucrat who had a significant role in both the formation and the execution of British policy. This perspective also provides an excellent case study of the operation of the eighteenth-century British bureaucracy.

Was it to represent the opinions of constituents or to vote according to their informed opinions reflecting the needs of the kingdom? Most authorities have accepted Edmund Burke's depiction of 18th-century MPs, insisting it was their right to form their opinions without reference to the instructions of constituents. This study provides answers to these important questions and, in doing so, reveals that Burke's vision does not represent how the House of Commons functioned during the last two decades of the 18th century. Rather than focusing on specific issues or demographic groups, English MPs brings to the fore the legislative activity of a broad segment of late 18th-century English MPs. This book shows they were diligent legislators who attended to the needs of constituents, in the process developing strong connections with them. It demonstrates that these connections did not rest on shared beliefs in reformist ideologies except in, and around, the metropolis. Instead, they grew out of the members' timely and effective tending, session after session, to the host of measures brought forward by constituents and neighbours. McCahill explores, in fascinating detail, the consequences of this bond. In this book, McCahill draws from an impressive array of primary sources and secondary literature to combine a structural analysis with broad surveys and detailed case-studies. From Bolingbroke to Burke, political thinkers regarded party as a fundamental concept of politics, especially in the parliamentary system of Great Britain. The paradox of party was best formulated by David Hume: while parties often threatened the total dissolution of the government, they were also the source of life and vigour in modern politics. In the eighteenth century, party was usually understood as a set of flexible and evolving principles, associated with names and traditions, which categorised and managed political actors, voters, and commentators. Max Skjönsberg thus demonstrates that the idea of party as ideological unity is not purely a nineteenth- or twentieth-century phenomenon but can be traced to the eighteenth century.
