Book excerpt: Although China has rapidly increased foreign aid to Africa and is now a relatively major player in the developmental assistance regime, little is still known regarding how China delivers its foreign aid, and even less about how this foreign aid actually works in the recipient countries. This book, extensively utilising Chinese sources, much of which have not been available before, examines the effectiveness and sustainability of China's foreign aid in Africa, as well as the political, economic and diplomatic factors that influence Chinese aid disbursement policies. The book argues that a nebulous notion of "friendship", however ill-defined, is a key factor in Chinese aid, something which is often overlooked by Western scholars. Through a detailed examination of both the decision-making process in Chinese aid disbursements, as well as an examination of specific case studies in West Africa, this book improves our understanding of China's foreign aid policies towards Africa. It finds that there are profound shortcomings in China's foreign aid at present which, despite the protestations of "friendship" and solidarity, undermine Beijing’s effectiveness as an actor in the developmental assistance enterprise in Africa. This text will be of key interest to scholars and students of development studies, African studies, China-Africa relations and more broadly to international relations.

This analysis engages with an Asian epistemological framework whose relational thought borrows from the context – space and time alike – that informs China’s principle-driven conduct on the international plane. Through the lens of relational governance, this work develops a new theory on the relational normativity of international law (TORNIL) that identifies the interdependent sources that underpin China’s international legal argument, i.e. norms, values and relationships. Without a fertile soil in which those conflicting relationships between share- and stakeholders can be rebuilt, international laws governing (post-conflict) violence cannot restore and maintain peace, humanity and accountability.

This extensive comparative study of the three most important JRE regimes focuses on what lessons China can draw from the US and the EU in developing a multilateral JRE arrangement for mainland China, Hong Kong and Macao.Mainland China, Hong Kong and Macao share economic, geographical, cultural, and historical proximity to one another. While it has been an economic development target of many national governments, Asia is currently on track to reach the epicenter of this growth. What accounts for the rapid and sustained economic growth of biomedicals in Asia? To answer this question, Kathryn Ibata-Arens integrates global and national data with original fieldwork to present a conceptual framework that considers how national governments have managed key factors, like innovative capacity, government policy, and firm-level strategies. Taking China, India, Japan, and Singapore in turn, she compares each country's underlying competitive advantages. What emerges is an argument that countries pursuing networked technonationalism (NTN) effectively upgrade their capacity for innovation and encourage entrepreneurial activity in targeted industries. In contrast to countries that engage in classic technonationalism—like Japan's developmental state approach—networked technonationalists are global minded to outside markets, while remaining nationalistic within the domestic economy. By bringing together aggregate data at the global and national level with original fieldwork and drawing on rich cases, Ibata-Arens telegraphs implications for innovation policy and entrepreneurship strategy in Asia—and beyond.
