It represents research efforts conducted from December 2007 to November 2012, and it covers a wide range of experiences in planning and implementing public-private partnerships in countries that belong to two very different socio-economic regions: Europe and Australia. The study on Australia deals with key concepts and types of public-partnerships, as well as performance and evaluation issues. While the analysis on France focuses on water sanitation and public transport services, the research on Romania highlights water and infrastructure projects. Finally, the discussion of Spain emphasizes healthcare and network services. The study illustrates that public-private partnerships are very adaptable and can take an unexpected variety of forms in different industries, types of service, regions or legal frameworks. By suggesting new directions for future comparative research in this area, we hope that this collection of country case studies will stimulate useful and enlightened discussion of the field and encourage a greater focus on the importance of context in future discussions of public-private partnerships.

Book excerpt: Trans-Himalayan Buddhism is not simply a cultural spectacle across spaces north and south, east and west of the Himalayas. It is also a subject of interactive behaviour among Buddhist communities who have been dispersed over the Kunlun mountains or the Kashgar markets that have been the meeting points of pilgrims, traders, merchants, envoys, military men, artists and scholar travelers. The northern reach of Buddhism is incomprehensible without reflections on shared histories and common concerns which the book tries to focus on. The ambit of Buddhist studies reflects not only the spiritual and philosophical domain of Buddhism but also a symbiotic relationship between the monastic establishment and protectors of cultural tradition-a trend that one sees in the context of Buddhist revivalist projects in Mongolia and Buryatia. The presence of a Buddhist order in the political realm has revived intellectual debates about the relationship between spiritual and temporal authority. The interface between South Asian and South East Buddhism on the one hand and Central Asian Buddhism on the other is also delicately balanced in Buddhist cultural discourse. The relevance of Buddhism in a globalized world has also given a new direction to the realm of Buddhist studies. This book takes into account the competing discourses of preservation and revival of Buddhism in the trans-Himalayan sector. It not only deals with the cultural ethos that Buddhism represents in this region but also the diverse Buddhist traditions that are strongly entrenched despite colonial intervention. Juxtaposed to the aesthetic variant is the extremely sensitive response of the Buddhist communities in India and Asiatic Russia centred round the issue of displacement. It is this issue of duality of common traditions and fractured identities that has been dealt with in the present volume.

Book excerpt: Data sharing can accelerate new discoveries by avoiding duplicative trials, stimulating new ideas for research, and enabling the maximal scientific knowledge and benefits to be gained from the efforts of clinical trial participants and investigators. At the same time, sharing clinical trial data presents risks, burdens, and challenges. These include the need to protect the privacy and honor the consent of clinical trial participants; safeguard the legitimate economic interests of sponsors; and guard against invalid secondary analyses, which could undermine trust in clinical trials or otherwise harm public health. Sharing Clinical Trial Data presents activities and strategies for the responsible sharing of clinical trial data. With the goal of increasing scientific knowledge to lead to better therapies for patients, this book identifies guiding principles and makes recommendations to maximize the benefits and minimize risks. This report offers guidance on the types of clinical trial data available at different points in the process, the points in the process at which each type of data should be shared, methods for sharing data, what groups should have access to data, and future knowledge and infrastructure needs. Book excerpt: In Gestures of Concern Chris Ingraham shows that while gestures such as sending a “Get Well” card may not be instrumentally effective, they do exert an intrinsically affective force on a field of social relations. From liking, sharing, posting, or swiping to watching a TED Talk or wearing an “I Voted” sticker, such gestures operate as much through affective registers as they do through overt symbolic action. Ingraham demonstrates that gestures of concern are central to establishing the necessary conditions for larger social or political change because they give the everyday aesthetic and rhetorical practices of public life the capacity to attain some socially legible momentum. Rather than supporting the notion that vociferous public communication is the best means for political and social change, Ingraham advances the idea that concerned gestures can help to build the affective communities that orient us to one another with an imaginable future in mind. Ultimately, he shows how acts that many may consider trivial or banal are integral to establishing those background conditions capable of fostering more inclusive social or political change.
