Reveron, makes an important contribution to an unfolding debate on the global role of U.S. military forces in an era of transnational terrorism, failed or failing states, and globalization. Reveron, professor of national security decision making at the Naval War College, looks beyond the current conflicts in which the United States is involved to raise fundamental questions concerning the regional diplomatic roles of America's combatant commanders (COCOMs) and, more generally, the entire array of nonwarfighting functions that have become an increasingly important part of the day-to-day life of the American military as it engages a variety of partners or potential partners around the world. These functions are increasingly being given doctrinal definition and a larger role in U.S. military planning under the novel concept of “shaping.” This volume is intended to explore the notion of shaping in its various aspects, both generally and in several regional contexts. The changing role of the regional COCOMs (formerly CINCs) over the last dozen years or so is the focus of a paper by General Anthony Zinni, U.S. Marine Corps (Ret.), who provides a characteristically frank and illuminating account of his own tenure as commander of the U.S. Central Command, with responsibilities for the Persian Gulf and the greater Middle East. Papers by Commander Alan Lee Boyer, USN (Ret.), and Stephen A. Emerson examine maritime and regional security cooperation from the perspective of the U.S. European Command on the one hand and, on the other, the Combined Task Force–Horn of Africa, a joint organization headquartered in Djibouti that has played a critical role in recent years in strengthening the capabilities of countries throughout the region to improve their own security and counter terrorism. Two further chapters examine aspects of shaping from a global perspective. Ronald E. Ratcliffe provides a searching analysis of the “thousand-ship navy” initiative proposed several years ago by outgoing Chief of Naval Operations Michael Mullen, including the difficulties the U.S. Navy has had in operationalizing this concept—and the difficulties some of our allies and partners continue to have in coming to terms with it. Ratcliffe makes a number of useful recommendations as to how the Navy can make headway in the area of maritime security cooperation in the coming years, which is likely to figure prominently in the new maritime strategy the Navy is currently developing. Finally, Dennis Lynn looks at “strategic communication,” also a relatively new concept that is intended to bring greater coherence to the way the U.S. military thinks about the overall impact of its words and actions abroad and how it can better craft messages to shape the environment—friendly as well as adversarial—in which it finds itself today.

Book excerpt: For 2 decades after the People's Republic of China (PRC) was established, there was no question that the People's Liberation Army (PLA) had a central role in shaping China's security and foreign policy. Indeed, the PLA also was a major actor in domestic policy. The new leaders that took over China in 1949 all came from the military or Communist Party cadre who fought the Nationalists from 1927 through the Anti Japanese War, and then fought the final battles of the civil war. At the local, provincial, and national level, the Party, the Army, and the government were almost synonymous. The PLA's influence in national policy declined in subsequent decades, however. Today, one must carefully count the number of senior leaders with military connections in the Communist Party Politburo to debate the extent of PLA influence in China. In 1950, when the Chinese forces poured across the border into the Korean War, there was no doubt that the PLA was a principal actor in shaping the security environment in China. The same is true of the PLA's actions in the Sino-Indian War and in the Cultural Revolution, when the military restored order. In Africa, PLA Railway Engineer Corps troops advanced China's interests with projects like the Tan- Zam Railway. During the American involvement in Vietnam, some 50,000 PLA troops deployed to North Vietnam and Laos in support of China's political and security interests. In 1979 and again in 1989, the generation of PLA veterans in the central Chinese government turned to the military. The numbers of military personnel in the National People's Congress and the leading bodies of the Communist Party today, however, are far lower than they were in the first few decades of the PRC's existence. This volume is an attempt to characterize the way that the PLA shapes, and is used by the government to shape, China's security environment. The military clearly is not as central an actor as it was in the past. The editors and the authors attempted in this volume to characterize the extent to which the PLA shapes the domestic, regional, or global security environment to meet China's interests. We asked each of the contributing authors to examine a series of questions as he or she addressed the topic:* How does the PLA function as an actor in China's security and foreign policies?* Is the PLA the principal actor in policy formulation, or does it provide support for foreign policy and security initiatives?* At what point in the policy process does the PLA interact with the various central Party and government "leading groups" that decide foreign and security policies?* Is the PLA shaping the security environment through such mechanisms as defense exchanges, arms sales, visits by senior officers, student officer exchanges, or military exercises?* Is there a clear security or foreign policy agenda in specific geographic regions attributable to the PLA?The short answer to these questions is that the PLA remains an important actor and factor in shaping the international and domestic security environment for the central leadership. Clearly, the military is not the central player that it once was. Rather, the PLA is one of a number of foreign policy and security actors, and it responds to the Politburo Standing Committee and Central Military Commission, whose members are no longer almost exclusively military veterans. This book is not all inclusive of the world, or all of the international activities by the PLA. The authors cover the domestic landscape in China and the state of civil-military relations. The book also explores how the PLA assesses U.S. military actions, the strength of the U.S. military, and the situation in and around the Taiwan Strait. For Asia, the book assesses the PLA's posture with respect to South Asia, Southeast Asia, Japan, and Korea.

The challenges of extreme poverty, civil war, crime, cross-border interventionism, terrorism, outflows of refugees, environmental degradation and the spread of pandemic disease threaten the region's security environment and could threaten global stability. A contradiction exists between the United States government's stated foreign policy of engagement and its involvement in Africa. While stability is arguably its most important national interest, America does little to shape the security environment of this troubled region. If the United States is going to shape Africa's security environment, political leaders must become the visionaries of, and the advocates for, a more sophisticated foreign policy for the region. They must gain consensus on national interests in the region, and formulate a coherent set of policy objectives which will focus future engagement strategies. Through selective engagement the United States can help Africans solve African problems while shaping a security environment favorable to United States interests.

Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.
