Book Shaping the Civilian Acquisition Workforce of the Future

Download or read book Shaping the Civilian Acquisition Workforce of the Future written by and published by . This book was released on 2000 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) is facing a crisis that can dramatically affect our Nation's ability to provide warfighters with modern weapon systems needed to defend our national interests. After 11 consecutive years of downsizing, we face serious imbalances in the skills and experience of our highly talented and specialized civilian workforce. Further, 50 percent will be eligible to retire by 2005. In some occupations, half of the current employees will be gone by 2006. The attached report, Shaping the Civilian Acquisition Workforce of the Future, requires your immediate attention and action. The report provides the Department a roadmap to not only effectively manage the crisis, but to also take advantage of the tremendous opportunity we have for fundamentally reshaping our acquisition workforce. We must begin to recognize our employees as assets and then plan, develop and manage the civilian workforce as carefully as we do our military workforce. This requires we treat recruitment and development as investments rather than costs.

Book The Defense Science Board Task Force on Human Resources Strategy

Download or read book The Defense Science Board Task Force on Human Resources Strategy written by United States. Defense Science Board. Task Force on Human Resources Strategy and published by DIANE Publishing. This book was released on 2000 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) employs more than three million people. Nearly half of its personnel, 1.44 million, are active duty military. About 870,000 Reservists, composed of 410,000 Selected Reservists and 460,000 National Guard personnel, add to the active duty force. Civilian personnel make up the remaining workforce, numbering about 730,000. These three million employees are supported by an array of defense contractors providing a wide variety of goods and services to the Department. Moreover, the Department spends more than half of its $270 billion budget on pay and allowances alone. With a workforce this large, varied, diverse, and important, it is not surprising that its management is a uniquely challenging undertaking. The human resource challenges facing DoD have changed rapidly over the last decade as a result of many factors. A robust economy, civilian sector competition for employees to fill high-technology positions, declining American public interest in public service, major changes in the Department's missions and operational tempo, and a significant downsizing of the Department's workforce are a few examples. Reducing the size of the overall workforce by more than a million personnel, from a high in 1987 of 4.1 million, has left in place a very different force distribution - in age, education, and skill.

Book Characterizing the Future Defense Workforce

Download or read book Characterizing the Future Defense Workforce written by Dina G. Levy and published by Rand Corporation. This book was released on 2001 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the early 1990s, the Department of Defense (DoD) began to change its focus from the Cold War to pursue more diverse missions. Questions arose about how future changes in military missions, organizations, and technology would affect the nature of military work and the characteristics of the military and civilian members of the DoD workforce. To address these questions, RAND undertook an occupational-level analysis of the effects of the future environment on the characteristics of DoD work and workers.

Book The Defense Civilian Workforce

Download or read book The Defense Civilian Workforce written by Karen Stephenson-Tetu and published by . This book was released on 2003 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, the DOD and Army civilian workforce is facing complex transformational change. As a result, skepticism and, perhaps, fear may begin to appear to dominate the DOD civilian workforce's thinking as the pace and complexity of the changes move forward. Complex transformational change is very difficult. As Secretary Rumsfeld stated in a September 2001 speech, "Change is hard. It's hard for some to bear, and it's hard for all of us to achieve". Some speculate that these changes will transform the civilian system, structures and business processes to provide an agile, flexible and innovative civilian workforce and free up resources. Others see the changes creating chaos and an unmanageable state of affairs that brings neither reform nor resources. Using a change management lens of process and communication, this paper will examine the Defense leadership's current and proposed initiatives affecting the Defense civilian workforce to determine whether the transformational changes will be successful. Success is defined as a change process so motivationally powerful that it can overcome bureaucratic inertia and gain a true commitment from the workforce to make the changes work.

  • Pages : 48 pages

Download or read book Human Capital written by Government Accountability Office and published by . This book was released on 2012-11-28 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last decade, Congress has passed legislation requiring the Department of Defense (DOD) to conduct human capital planning efforts for the department's civilian workforce. Specifically, section 115b of Title 10 of the United States Code, enacted in October 2009, requires DOD to develop and submit to congressional defense committees a strategic workforce plan to shape and improve the department's civilian workforce. Among other things, the law requires DOD to report on the mission-critical skills, competencies, and gaps in its existing and future civilian workforces; the appropriate mix of military, civilian, and contractor personnel capabilities; and the department's progress in implementing its strategic workforce plan using results-oriented performance measures. While DOD has addressed some of its reporting requirements to some extent, it has not addressed others.
