It is divided into five parts, presenting a European overview and covering the existing legal frameworks; abuse prevention and reporting; rehabilitation and social reintegration of victims; sexual violence on the Internet; and public and private partnerships against abuse. It also sheds light on the little-known problem of children who are sexually abusing other children.In addition to providing thorough information on the many facets of this complex subject, this publication also highlights new concepts, facts and recommendations. Foremost is the significant lack of data on the prevalence and nature of sexual violence in Europe, underscoring the need for co-ordinated pan-European research and information gathering, which are vital to effective policy making and programme design. It also sounds the alarm for urgent co-ordinated action in various fields to drastically improve child protection through awareness raising; targeted and specialised training, intervention and therapy programmes; sex education in schools; responsible family attitudes; and justice systems with tighter abuse laws and which take account of children's special needs as reliable witnesses.Protecting children from sexual violence is published as part of the Council of Europe campaign to stop sexual violence against children. The hope is that this publication will inspire judges, the police, educators, governments, the media and legislatures to join the campaign and expose, demythify and take concerted action to combat sexual violence against children, a phenomenon that affects as many as 20% of children in Europe.

Book excerpt: Ageing populations have gradually become a major concern in many industrialised countries over the past fifty years, drawing the attention of both politics and science. The target of a raft of health and social policies, older people are often identified as a specific, and vulnerable, population. At the same time, ageing has become a specialisation in many disciplines - medicine, sociology, psychology, to name but three – and a discipline of its own: gerontology. This book questions the framing of old age by focusing on the relationships between policy making and the production of knowledge. The first part explores how the meeting of scientific expertise and the politics of old age anchors the construction of both individual and collective relationships to the future. Part II brings to light the many ways in which issues relating to ageing can be instrumentalised and ideologised in several public debate arenas. Part III argues that scientific knowledge itself composes with objectivity, bringing ideologies of its own to the table, and looks at how this impacts discourse about ageing. In the final part, the contributors discuss how the frames can themselves be experienced at different levels of the division of labour, whether it is by people who work on them (legislators or scientists), by people working with them (professional carers) or by older people themselves. To date, 50 African States have ratified the ACRWC, and 28 have submitted the initial report, 12 have submitted both initial and periodic reports to the African Committee of Experts on the African Charter on the Rights and Welfare of the Child (ACERWC) on the implementation of the ACRWC and have received recommendations from the ACERWC. To ascertain the extent of children’s rights protection in Africa, the Centre for Human Rights was commissioned to undertake a study on the implementation of the ACRWC in 10 countries, namely: Algeria, Burkina Faso, Burundi, Cameroon, Ethiopia, Ghana, Mozambique, Namibia, Sudan and Tanzania. In-country researchers were engaged to collect data using desk-based research to obtain information consisting of literature, documents and online sources that was then thematically analysed.

By focusing on subjects that have thus far been largely neglected in national and scholarly debates, the chapters are subversive, complex, and inclusive, centering within Senegalese studies themes and elements of alternative, nonbinary, variant, and nonheteronormative gender identities, sexualities, and voices. Contributors demonstrate that nationalist and anticolonial discourses propelled by deep and lingering socioeconomic inequalities have led, in postcolonial Senegal, to vitriolic scapegoating of individuals and communities with variant sexual and gender identities. The chapters in this volume look inward to the voices and experiences of the Senegalese people to challenge nationalist representations of advocacy for the liberation of gender and sexual minorities in Senegal as a function of a Western neocolonialist agenda.

To answer this, the book focuses on nongovernmental organizations (NGOs) and on the case study of LGBTI (lesbian, gay, bisexual, transgender and intersex) rights. The work argues that the way in which NGOs decide their advocacy, conceptualise human rights violations and strategically present legal analysis to advance LGBTI human rights shapes the human rights debate. To demonstrate this, the book analyses three data sets: NGO written statements submitted to the United Nations Human Rights Council, NGO oral statements delivered during the Universal Periodic Review and 36 semi-structured interviews with NGO staff. Data are analysed with a combination of quantitative and qualitative approaches to discover what issues are most important for LGBTI networks (issue emergence) and how these issues are framed (issue framing). Along with NGO efficiency in lobbying for the emergence of new human rights standards, the book inevitably discusses important questions related to NGOs’ accountability and democratic legitimacy. The book thus asks whether the right to marry is important for LGBTI advocates working transnationally, because this right is particularly controversial among activists and LGBTI communities, especially in non-Western contexts.
