Japan fares badly in international gender equality indices, especially for female political representation. The scarcity of women in politics reflects the status of women and also exacerbates it. Based on interviews with female politicians around the country from all levels of government, this book sheds light on the sexist and sometimes dangerous environments in Japanese legislative assemblies. These environments reflect and recreate broader sexual inequalities in Japanese society and are a hothouse for sexual harassment. Like many places around the world, workplace sexual harassment laws and regulations in Japan often fail to protect women from being harassed. Even more, in the ‘workplace’ of the legislative council, such regulations are typically absent. This book discusses what this means for women in politics in the context of a broader culture whereby victims of sexual violence are largely silenced.

With a psychosocial framework that draws insights from feminism, sociology, international studies, and political psychology, the authors pinpoint the motivations of the nativist right and reflect on the change of conditions that is necessary to end cultures of impunity for perpetrators of sexual abuse in Japan. Evaluating the value of the #MeToo model of activism, the authors offer insights that will encourage victims to come out of the shadows, pursue justice, and help transform Japan’s sense of identity both at home and abroad. Ueno, a female Japanese educator and O’Mochain, a non-Japanese male academic, examine the nature of sexual abuse problems both in educational contexts and in society at large through the use of surveys, interviews, and engagement with an eclectic range of academic literature. They identify the groups within society who offer the least support for women who pursue justice against perpetrators of sexual abuse. They also ask if far-right ideological extremists are fixated with proving that so called “comfort women” are higaisha-buru or “fake victims.” Japan would have much to gain on the international stage were it to fully acknowledge historical crimes of sexual violence, yet it continues to refuse to do so. O’Mochain and Ueno shed light on this puzzling refusal through recourse to the concepts of ‘international status anxiety’ and ‘male hysteria.’ An insightful read for scholars of Japanese society, especially those concerned about its treatment of women.

Yet women are typically exempt from military conscription even where men are forced into battle and risk injury, emotional repercussions, and death. Males are more often victims of violent crime, as well as of legalized violence such as corporal punishment. Sexual assault of males is often taken less seriously. Fathers are less likely to win custody of their children following divorce. In this book, philosophy professor David Benatar provides details of these and other examples of what he calls the “second sexism.” He discusses what sexism is, responds to the objections of those who would deny that there is a second sexism, and shows how ignorance of or flippancy about discrimination against males undermines the fight against sex discrimination more generally.

Upon publication in 2017, Ito’s searing account foregrounded the #MeToo movement in Japan and became the center of an urgent cultural and legal shift around recognizing sexual assault and gender-based violence. At the end of 2019, Ito won a civil case against Yamaguchi. Started by Tarana Burke in 2007 to stand with young women of color who survived sexual assault, the MeToo campaign was intended to let women know that they were not alone. In turn, the Women’s Caucus for Political Science used #MeTooPoliSci to bring awareness to sexual harassment, assault and misconduct in the discipline. The essays in this book and the authors’ scholarly activism, harnessed a collective power to dispel the shame, embarrassment and secrecy that surrounds these issues. They focus in particular on bullying, entitled and toxic forms of masculinity; systematic discounting of and dismissiveness and derision toward work on gender and sexuality; biases and inequities associated with hiring, teaching evaluations, service loads, and tenure and promotion; and related and often intersecting forms of harassment but not only those related to race and sexuality. The essays in this volume stem for the 2018 pre-conference held by the Women’s Caucus for Political Science at the American Political Science Association’s annual meeting. Me Too Political Science is of great importance not only to scholars interested in Gender and Women’s Studies, but all those working in the Political Science discipline – and even beyond, to academia as a whole. The chapters were originally published as a special issue of the Journal of Women, Politics and Policy.
