Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.

Book Annual Report on Sexual Harassment and Violence at the Military Service Academies

Download or read book Annual Report on Sexual Harassment and Violence at the Military Service Academies written by Department of Department of Defense and published by CreateSpace. This book was released on 2015-03-15 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each year, the Department is required to conduct an assessment of policies and programs to address sexual harassment and sexual assault at the Military Service Academies (MSAs). The following is a brief synopsis of last year's key findings compared with this year's key findings. This Year's Key Findings - APY 12-13 Reports of sexual assault decreased at two of three MSAs, with 53 reports made by cadets and midshipmen during APY 12-13 for events they experienced while they were in military service. Of the 53 reports, 89% involved cadet/midshipman on cadet/midshipman crime. An additional 5 reports involved civilian victims who reported being sexually assaulted by a cadet or midshipman. No unwanted sexual contact rate is available, as no survey was conducted during this academic program year. A survey is being fielded in 2014 to update past-year prevalence rates of unwanted sexual contact and sexual harassment. The 53 victims who reported a sexual assault for an incident that occurred while they were in military service during APY 12-13 is less than the 58 victims that reported in APY 11-12. Because there was no survey to establish a prevalence rate for this past academic year, the Department cannot say with certainty whether the decrease in reporting this year at the MSAs was due to fewer assaults occurring, or due to fewer victims opting to report. Given focus group feedback, cadets and midshipmen feel that incidents would be taken seriously by MSA leadership and dealt with immediately. However, they remain concerned that reporting a sexual assault will impact their reputation and social standing with classmates. In the report that follows, the Department has made numerous recommendations that will help address perceptions that deter reporting, and advance and sustain an environment of dignity and respect at the MSAs.

Download or read book Hardship Duty written by Stephanie Bonnes and published by Oxford University Press. This book was released on 2023-12-15 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past thirty years, it has become evident that the U.S. military faces widespread and ongoing challenges related to harassment and sexual assault. Despite prevention efforts, estimated sexual assaults are increasing, reporting is decreasing, and the problem persists across all branches of the military. Servicewomen who have experienced and survived these abuses drive the analysis in this book, and their voices are central to these pages. In Hardship Duty: Women's Experiences with Sexual Harassment, Sexual Assault, and Discrimination in the U.S. Military, Stephanie Bonnes focuses on the puzzle of how sexual abuse remains highly prevalent in an organization that has dynamic policies, prevention strategies, and evolving education programs designed to combat sexual violence. Drawing primarily on in-depth interviews with fifty servicewomen, Hardship Duty uncovers how masculinity and misogyny are entangled in the organization's structure, policies, values, physical spaces, and culture in ways that create sexual abuse vulnerability. Bonnes demonstrates how privileging masculinity and denigrating femininity at the organizational level encourages harassment at the interpersonal level, how servicewomen are often forced to cope with harassment and sexual abuse on their own--despite policies designed to assist victims--and how women who do report are often treated like institutional enemies, harassed more, and face resistance from the institution. With multiple stories of sexual harassment and sexual assault from U.S. servicewomen, this book not only opens the doors to a normally closed institution, but it also gives voice to those who are marginalized and often silenced within it.

Download or read book Sexual Harassment of Women written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-09-01 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last few decades, research, activity, and funding has been devoted to improving the recruitment, retention, and advancement of women in the fields of science, engineering, and medicine. In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers. Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers. Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. It also identifies and analyzes the policies, strategies and practices that have been the most successful in preventing and addressing sexual harassment in these settings.
