It was carried out by researchers from two theological institutions in Brazil and Colombia in close contact with the grassroots in various civil-society organizations. Numerous studies at twenty-six Latin American institutions on the relation between theology and HIV/AIDS prepared the way for this project. It promotes and applies methodologies for Latin American popular education and participatory action research (PAR). While the project was finalized long before the COVID-19 pandemic hit Latin America and the world, the pandemic gave fresh evidence of the relevance of the project. The present volume is the English translation of the initial Portuguese and Spanish reports about the project, enriched with a new preface. The editors are delighted that this translation will help spread the vital insights from this research to a wider and global readership.

Book excerpt: The Programme of Action of the International Conference on Population and Development (ICPD) in 1994 defined strategies and goals for advancing reproductive health and rights that are still far from being reached in Latin America. This paper will use elements of a framework developed by Gruskin et al1 that analyses the interconnected factors affecting the sexual and reproductive health of people living with HIV. We use and adapt some of these elements to examine the extent to which sexual and reproductive rights have been realized in Latin America since 1994. Specifically, we consider the rights, needs and aspirations of people; the socioeconomic context; national and international law and policy; health systems, services and programmes; the opposition; the perceived high costs of political support; the role of civil society, NGO networks and coalitions; and development aid, donor policy and government funding. There are a growing number of progressive regional and national bodies, organizations, groups and individuals with a commitment to sexual and reproductive health and rights in the region, and many gains have been made in the realization of these rights. However, these gains are only partial, given the acute inequality across ethnic, socioeconomic and geographic lines, and there is evidence of widening gaps. Given the breadth of the subject and the number of countries involved, this paper can cite only a few of the enormous number of examples from the literature. We hope the paper will stimulate further in-depth, critical reviews of these issues at the country and regional level.

Book excerpt: Focusing on the flight of women and girls from Venezuela, this book examines the gendered nature of forced displacement and the ways in which the failures of protection regimes to be sensitive to displacement’s gendered character affect women and girls, and their sexual and reproductive health. Highlighting how categorical legal distinctions between ‘refugees’ and ‘migrants’ fail to capture the dynamics of forced migration in Latin America, it investigates how the operation of this categorical divide generates responsibility and protection gaps in relation to female forced migrants which act as determinants of sexual and reproductive health. Drawing on the voices of displaced women, it argues that a robust political ethics of protection of the forcibly displaced must encompass all necessary fleers and be responsive to the gendered character of forced displacement and particularly to effective access to sexual and reproductive health rights.

Book excerpt: Birth defects contribute substantially to the burden of morbidity and mortality in the Region of the Americas. Numerous efforts exist to raise awareness of this problem and to implement surveillance in health and government sectors. However, there is still a long way to go. In this regard, for several years, countries have been taking actions to coordinate efforts, while strengthening and establishing strategic alliances to achieve significant results. The extensive history of efforts aimed at responding to the situation of birth defects in the Region includes actions in health care, epidemiology, legislation, and investigation, with participation from the scientific and technical community, government, and civil society. After taking into account all these aspects, the Pan American Health Organization/Latin American Center for Perinatology, Women, and Reproductive Health (PAHO/CLAP/WR), together with the World Bank, decided to create a document summarizing the regional situation of birth defects from an epidemiological and programmatic perspective, to analyze the challenges and offer countries guidance to address birth defects, their determinants, and consequences, with the ultimate goal of helping to "leave no one behind." This publication was made possible by financial support from the United States Agency for International Development--USAID.
