Book excerpt: In the era of globalization since the 1990s, international cooperation has become one of the most challenging topics of debate and research in higher education. This book attempts to provide scientific evidence on the debates and different types of internationalization found in higher education from a Mexican point of view. It identifies German and Mexican partnership collaborations in institutions of higher education as well as the experiences of German and Mexican university personnel involved in educational projects. The findings are based on qualitative research using documentary evidence, semi-structured expert interviews and qualitative content analysis. The study encompasses three levels. At the macro level, internationalization of higher education is discussed in a general way but with a focus on the Mexican situation, presenting a typology of prevailing types of internationalization. The meso level includes a secondary analysis of official data on the bilateral relations between German and Mexican institutions of higher education. The micro level presents a case study of two particular university collaborations using the experiences of those involved in both countries. Laura Patricia Cruz Ruiz (born 1972 in Chiapas, Mexico) studied in the field of education at the Business and Pedagogical Development University (UNIVDEP) in Mexico City, where she received her Master Degree (M.A.) in 2008. She has worked at the Mexican Secretariat of Health and Education as well as in the National Council of Science and Technology (CONACyT), from which, in 2010, she obtained a scholarship for her doctoral studies in Germany. She held a German-Mexican scholarship for international capacity building in Germany from 2005-2006. In 2015, she completed her doctoral degree (Dr. phil.) at the Faculty for Philosophy and Educational Research in the field of Comparative Education at Ruhr University Bochum in Germany.

Book excerpt: Many countries throughout Latin America have experienced high levels of corruption, drug trafficking, and violence, which has created elements of fragility. The book is comprises case studies that explore the nature of violence in countries throughout the region. Moreover, it seeks to address some of the ways in which governments have sought to address violence. The cases examined in this volume are quite diverse, illustrating different types of violence as all of the countries in Latin America are not the same. Countries like Brazil, Colombia, El Salvador, Guatemala, and Mexico have high levels of drug trafficking and organized crime. Strategies designed to combat drug trafficking organization, particularly in Colombia, Mexico, and Brazil, and counter-gang strategies in Central America have help foment violence as these various criminal organizations have responded to such government policies. Yet other countries, like Peru and Bolivia, have much lower levels of violence. However, the perception of insecurity is quite high despite the fact that Peru has one of the lower homicide rates in the country. On the other hand, the nature of violence in Bolivia is quite different. This country does not have a homicide rate like El Salvador, but the country has witnessed public lynchings and other forms of violence. This volume is an effort to better understand the major trends in political violence in this particularly violent region.

As inherently conservative institutions, they are at their best, the author demonstrates, when tasked with missions that draw on pre-existing organizational strengths that can be utilized in appropriate and humane ways. They are at a disadvantage when forced to reinvent themselves. Ultimately, it is governments that must choose whether or not to deploy soldiers, and they should do so, based on a pragmatic assessment of the severity and urgency of the problem, the capacity of the military to effectively respond, and the availability of alternative solutions.
