Download or read book Policing in the 21st century written by Great Britain: Home Office and published by The Stationery Office. This book was released on 2010-07-26 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper outlines the Government's proposals for reform of policing, with a move away from bureaucracy towards more democratic accountability. There will be directly elected Police and Crime Commissioners, representing their communities and understanding their crime and anti-social behaviour priorities. They will hold chief constables to account for achieving them, and will be able to fire her or him if they do not. Chief constables will be responsible for the day to day operations of their police force but accountable to the public via these individuals and not Whitehall. Regular beat meetings will allow people to challenge the police's performance and accessible 'street level' crime data will shine a light on local crime trends and concerns. Central targets will be abolished, and the police will be encouraged to use their professional judgment in performing their job. The Government will create a new National Crime Agency to lead the fight against organised crime, protect the borders and provide services best delivered at national level.

Download or read book An American Travesty written by Franklin E. Zimring and published by University of Chicago Press. This book was released on 2009-03-02 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: An American Travesty is the first scholarly book in half a century to analyze the justice system’s response to sexual misconduct by children and adolescents in the United States. Writing with a refreshing dose of common sense, Franklin E. Zimring discusses our society's failure to consider the developmental status of adolescent sex offenders. Too often, he argues, the American legal system ignores age and developmental status when adjudicating young sexual offenders, in many cases responding as they would to an adult. “An opinionated, articulate, and forceful critique of current politics and practices. . . . I would recommend this book for anyone interested in rethinking the fundamental questions of how our courts and systems should respond to these cases.”—Law and Politics Book Review “One of the most important new books in the field of juvenile justice. . . . Zimring offers a thoughtful, research-based analysis of what went wrong with legal policy development.”—Barry Krisberg, President, National Council on Crime and Delinquency

Download or read book Forensic Management of Sexual Offenders written by Robert Alan Prentky and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past several decades the seeming escalation of crimes involving sexually deviant, coercive, and aggressive behavior has become an increasingly serious problem, manifested in costs to both victims and society at large. The long-term psychological impact of sexual assault on adult and child victims has been documented numerous times. The costs incurred by society include a network of medical and psychological services provided to aid victim recovery, the investigation, trial, and incarceration of offenders-often in segregated units or special facilities-and the invisible but tangible blanket of fear that forces potential victims to schedule normal daily activities around issues of safety. Despite the gravity of the problem, there has been a paucity of empirical research directed at the etiology, course, remediation, and management of sexually deviant and coercive behavior. In treating these disorders and in making crucial decisions about how to manage these offenders, clinicians have been forced to rely on their personal experience. Such experience by its nature is unsystematic and lacks the validation that empirical research provides. The lack of sound empirical data addressing the problem is certainly noteworthy, though not surprising. The paucity of research in this area may well be attributable to historical scientific timidity about most aspects of sexual behavior. In 1922 Dr. Robert L.

Download or read book The Registration and Monitoring of Sex Offenders written by Terry Thomas and published by Routledge. This book was released on 2012-03-29 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to track the origins of sex offender registers, their purpose and the law and policy that underpins them in various parts of the world. Sex offender registers are not really registers at all but a set of ‘legal requirements’ that fall automatically on a person convicted or cautioned for a designated sexual offence; the term ‘register’ is a form of shorthand for these requirements, designed to be a contribution to greater public protection and community safety. This book provides the first serious and detailed narrative of the conception and implementation of the sex offender registers. It seeks to do so in a clear and easy-to-follow text that will be both informed and critical and will also serve as a resource book for those wanting to make further study of the process of registration and monitoring. It looks in detail at the practice of implementing registers and considers questions about their effectiveness in monitoring sex offenders and the implications of someone being on a sex offender register. The book examines the legal challenges to registers and monitoring and the position of registrants in the context of human rights and seeks to place registers and monitoring in the wider context of what is being called the surveillance society. The Registration and Monitoring of Sex Offenders will be key reading for students of criminology and criminal justice, surveillance and human rights and practitioners in criminal justice fields of policing, probation, social work, children’s services, the judiciary, prison work and others.

Download or read book From Rage to Reason written by Emily Horowitz and published by Bloomsbury Publishing USA. This book was released on 2023-06-30 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Analyzing sex-offense laws and false claims, this book shows that laws based on vengeance rather than justice or evidence create new forms of harm while failing to address the real and pervasive problem of sexual violence. In this timely and extensively researched book, sociologist Emily Horowitz shows how current sex-offense policies in the United States create new forms of harm and prevent those who have caused harm from the process of constructive repentance or contributing to society after punishment. Horowitz also illustrates the failure of criminal justice responses to social problems. Sharing detailed narratives from the experiences of those on registries and their loved ones, Horowitz reveals the social impact and cycle of violence that results from dehumanizing and banishing those who have already been held accountable. From Rage to Reason offers a new perspective on how and why false claims about sex offenses became so pervasive and how these myths fostered ineffective policies that have little to do with the reality of most sexual abuse. It argues that to truly prevent sexual abuse, we must unearth the sources of these misunderstandings, debunk these claims in a systematic way, and have frank and genuine discussions about the limits of legal responses to complex social problems.
