Book Agriculture and Eu Enlargement Seventeenth Report of 2003 2004 Report Together with Formal Minutes Oral a Written Evidence

Download or read book Agriculture and Eu Enlargement Seventeenth Report of 2003 2004 Report Together with Formal Minutes Oral a Written Evidence written by Jack Michael and published by The Stationery Office. This book was released on 2004 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agriculture plays a larger role in the economies of the new Member states of the EU than it does in EU-15. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

Book Dismantling Defunct Ships in the Uk Eighteenth Report of Session 2003 2004 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Dismantling Defunct Ships in the Uk Eighteenth Report of Session 2003 2004 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2004 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is estimated that, worldwide, about 700 large commercial vessels have to be scrapped each year, as they reach the end of their working life. Much of the material they are made from can be recycled, but many ships also contain hazardous materials, such as asbestos, PCBs and waste oils, which need to be disposed of safely. The Committee's report considers how defunct ships are dismantled and why most are currently dismantled in developing countries, mostly in Asia; health and safety protection for workers, and environmental protection standards; the international regulatory framework, including legislation such as the Basel Convention and EC regulations, IMO guidelines and enforcement problems; the principles of responsible ship recycling; the Government's approach to ship recycling and a UK ship recycling industry. Findings include that the Government has an important role to play in ensuring this issue receives sufficient international priority, particularly during the UK's forthcoming EU Presidency and chairmanship of the G8; as well at home in helping persuade UK-based shipowners to arrange for their vessels to be disposed of responsibly. As a first step, it should ensure that all naval and other publicly-owned vessels are dismantled to the highest health, safety and environmental standards.

Book Climate Change Water Security and Flooding Sixteenth Report of Session 2003 2004 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Climate Change Water Security and Flooding Sixteenth Report of Session 2003 2004 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2004 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committees report examines the actions that will be necessary to adapt to changes in flooding and water availability caused by climate change. There are a number of steps that the Government should take to reduce future flood risk, with a key consideration being the planning of new housing developments to avoid building on flood plains, where possible. Where this is necessary, developments should be designed to be as resilient as possible to flooding, utilising sustainable drainage systems and including areas such as parks in order to contain floodwater. Existing sewer systems will need upgrading and new systems must be built to cope with higher storm flows. Greater attention needs to be paid by the Government to the issue of water shortages due to drier summers, including considering alternative water pricing mechanisms to relate costs more directly to amount used, and ensuring building regulations pay greater attention to water efficiency. Water companies must also do more to reduce water leakages.

Book The UK Government s vision for the Common Agricultural Policy

Download or read book The UK Government s vision for the Common Agricultural Policy written by Great Britain: Parliament: House of Commons: Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2007-05-23 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 2005 the Government launched a "Vision for the Common Agricultural Policy", which was intended to stimulate debate and show how the Common Agricultural Policy should change in 10-15 years. This report examines the proposals and finds them a lost opportunity. The Government should have directed the debate towards scrapping the existing CAP and replacing it with a Rural Policy for the European Union. There should thus be a new Vision document, launched in a more subtle way so that allies for reform can be enlisted. The credibility of the document depends on the Government providing full and detailed evaluation of the impact of proposals on biodiversity, the environment, markets for agricultural goods and individual farm enterprises. This should be done by mid 2008. The long-term justification of the expenditure of taxpayers' money is the provision of public benefit. These public goods should be measurable and capable of evaluation.

Book London Underground Public Private Partnerships

Download or read book London Underground Public Private Partnerships written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2005 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In March 2003, the Government signed three 30-year public private partnership (PPP) deals worth an estimated £15.7 billion for the maintenance and renewal of London Underground trains and stations, track and signalling, after a five-year procurement process which cost £455 million. Under the PPPs, London Underground retains responsibility for operations and safety, whilst three private sector infrastructure companies (infracos) maintain and renew the infrastructure. There is a built-in periodic review mechanism, untried in any other PPP arrangement, which enables the parties to respecify requirements and make changes to prices. Ownership of London Underground was transferred to Transport for London in July 2003, which reports to the Mayor of London, although the Department for Transport still retains an interest. Following on from two NAO reports (HCP 644, session 2003-04, ISBN 0102928339 and HCP 645, session 2003-04, ISBN 0102928320) published in June 2004, the Committee's report examines the rationale for the PPPs, the contract price and other costs, and the contract management arrangements.

This book was released on 2007-07-31 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This inquiry into British Waterways covers the following topics: the improvements to the network over the past decade; the impact of recent grant reductions; funding levels in the Comprehensive Spending Review 2007; changes to the financial and regulatory framework; commercial activities; growth in the waterways network for leisure; potential growth of freight; the relationship with users; partnership working; the relationship with Government. The inquiry showed that the relationship between British Waterways and its sponsor department have been tense in recent months, with a former minister criticising them in public. The Committee hope that it is time for a fresh start. The Committee fully support the case for a longer-term funding contract and believe there is a strong case for other Government department to also make direct contributions to the funding. Government should rule out any plans for privatisation.

Book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Inland Revenue collects over £200 billion a year in tax and National Insurance contributions from 30 million taxpayers, ranging from individuals to multinational corporations. The total amount of debt from unpaid taxes stood at £12 billion at the end of March 2004, of which £3 billion was more than a year old. Following on from a NAO report (HCP 363, session 2003-04; ISBN 0102927596) published in March 2004, the Committee has examined the progress made by the Inland Revenue to speed up debt recovery, whether more can be done to encourage prompt payment and the application of good practice in debt management. Findings include that the Department should impose a surcharge on persistent late payers; use other government departmental records to find taxpayers it cannot trace; seek additional powers for enforcing debts similar to those of other tax authorities; and include debt management data in its performance measures.

Download or read book Societies beyond Oil written by John Urry and published by Bloomsbury Publishing. This book was released on 2013-01-10 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: What would a de-carbonised society be like? What are the implications of a general de-globalisation for our social futures? How will our high-carbon patterns of life be restructured in a de-energized world? As global society gradually wakes up to the new reality of peak oil, these questions remain unanswered. For the last hundred years oil made the world go round, and as we move into the century of 'tough oil' this book examines some profound consequences. It considers what societies would be like that are powering down; what lessons can be learned from the past about de-energized societies; will there be rationing systems or just the market to allocate scarce energy? Can virtual worlds solve energy problems? What levels of income and wellbeing would be likely? In this groundbreaking book, John Urry analyzes how the twentieth century created a kind of mirage of the future that is unsustainable into even the medium term and envisions the future of an oil-dependent world facing energy descent. Without a large-scale plan B, how can the energizing of society possibly be going into reverse?

Book Waste Policy and the Landfill Directive

  • Publisher : The Stationery Office
  • Release : 2005
  • ISBN : 9780215022875
  • Pages : 250 pages

Download or read book Waste Policy and the Landfill Directive written by Great Britain. Parliament. House of Commons. Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2005 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: 400 million tonnes of waste is produced in England and Wales from industrial, commercial and household sources, with 375 million tonnes produced in England alone. Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.
