Book excerpt: Excerpt from Sixteenth Annual Report of the Bureau of Labor and Printing of the State of North Carolina for the Year 1902 The Sixteenth Annual Report for the Bureau of Labor and Printing embraces statistical matter along the lines of former reports of the Department. After a careful consideration of the facts presented by correspondents of the Department, and inquiry into conditions as they exist, I would most earnestly urge that the following recommendations be enacted into law: Recommendations. 1. That a law be enacted providing that no child under twelve years of age be permitted to work in any factory, unless a widowed mother or totally disabled father is dependent upon the labor of such child and has no other means of support; that no child under the age of ten be employed under any circumstances; that no child not so employed be permitted to remain in any factory, idle or at work, in any capacity; that no child between the ages of twelve and fourteen years be permitted to work in any factory unless he or she can read and write. (The provision of the latter clause should be made effective at a stated time, in order that children between the ages of twelve and fourteen might have an opportunity to meet its requirements.) 2. That no child under fourteen years of age be permitted to work in any factory between the hours of 7 p. m. and 6 a. m. 3. That a law be enacted permitting school districts, townships or counties to adopt compulsory school law by a majority vote of the qualified voters of such district, township or county. 4. That eleven hours shall constitute the maximum day's work in the State for all manufacturing establishments. 5. I would also recommend that chapter 251, Laws of 1897, making the Commissioner of Labor and Printing Inspector of Mines, etc., be repealed, or sufficient appropriation made to carry out its provisions. That no child under twelve years of age shall be employed or worked in any factory or manufacturing establishment within this State: Provided further, that after one thousand nine hundred and seven no child between the ages of twelve and thirteen years of age shall be employed or work in a factory except in apprenticeship capacity, and only then after having attended school four months in the preceding twelve months. Sec. 2. That not exceeding sixty-six hours shall constitute a week's work in all factories and manufacturing establishments of this State. No person under eighteen years of age shall be required to work in such factories or establishments a longer period than sixty-six hours in one week: Provided, that this section shall not apply to engineers, firemen, machinists, superintendents, overseers, section and yard hands, office men, watchmen or repairers of breakdowns. Sec. 3. All parents, or persons standing in relation of parent, upon hiring their children to any factory or manufacturing establishment, shall furnish such establishment a written statement of the age of such child or children being so hired, and certificate as to school attendance; and any parent, or person standing in the relation of parent to such child or children, who shall in such written statement misstate the age of such child or children being so employed, or their school attendance, shall be guilty of a misdemeanor, and upon conviction shall be punished at the discretion of the Court. Any mill-owner, superintendent or manufacturing establishment, who shall knowingly or willfully violate the provisions of this act shall be guilty of a misdemeanor and upon conviction shall be punished at the discretion of the Court. Sec 4. After one thousand nine hundred and seven no boy or girl under fourteen years old shall work in a factory between the hours of eight P. M. and five A. M. Sec. 5. This act shall be in force from and after January first, one thousand nine hundred and eight. In the General Assembly read three times, and ratified this the 9th day of March, A. D. 1907. Book excerpt: Excerpt from Nineteenth Annual Report of the Bureau of Labor and Printing of the State of North Carolina, 1905 It is refreshing to note the marked improvement along agricultural lines in North Carolina during recent years. Farming has, indeed, come to be a great and growing industry: a science and not a mere process. Improved methods are being rapidly introduced and the drudgery of ancient times is now only a memory in the mind of the Tarheel agriculturist. The increased demand for the product of the farm has rendered the introduction of modern methods an abso lute necessity and given a new impetus to the farming industry in the State. The campaign of education begun a few years ago is growing in interest and magnitude. The realization that a more extended knowledge of agriculture itself was needed led to a spirit of investi gation, which is lifting this important industry out of the old ruts and placing it upon a modern basis. Farmers are becoming educated and manifest an increasing interest in the preparation of their sons for the fields of broad acres that now lie out before them. The land in this State is adapted to the cultivation of a great variety of crops, and scientists have made many valuable discoveries, during recent years, in their study of the soil. It is gratifying to note the marked improvement in every branch of agriculture. This ad vancement is also noticeable among the fruit - growers and stock-raisers and the next decade will witness wonderful progress in the production of everything desired in supplying the farmer's future wants and needs. The one great problem is the scarcity of labor, as may be seen by a perusal of Letters from Farmers appearing at the close of this chapter. Negro labor on the farm is becoming less reliable every year and the farmers need to co-operate with each other oin a deter mined effort to attract a desirable class of immigrants to this section. Statistics recently received at the Department indicate favorable con ditions for wage-earners and the need for more laborers to meet the demands of the agricultural classes in the State. The report seeks, therefore, it is hoped, more adequately than before, to pre sent not only a comprehensive scheme of statistics relative to manufacture and industries, together with related information as to the conditions of operatives, their wages, hours of work, etc., but also a more general but none the less instructive mass of information and Opinion obtained from representative men of all sections - manufacturers, laborers and farmers. The results so obtained, re ecting, as they do, both facts accomplished and needs essential, cannot be underestimated in value, and serve the most vital and far-reaching end of the department itself. Retiring as I do, I can speak with the more freedom of the value of this work and the ability and zeal that have entered into its execu tion, by reason of the fact that it was performed in the main by the Assistant Commissioner, a gentleman whose years of unselfish and poorly paid labor have indeed been justly recognized by his promotion to the head of the depart ment, but to the value of whose work and the high quality of whose faithful ness in the public service it is at once a duty and a pleasure, for me to here bear testimony. The statistics compiled and the reports furnished show that the State is still experiencing a steady industrial growth; that wages have been maintained, and that the educational and moral advance and environment of employees are better than ever before.
