Book excerpt: La Sociedad de la Información es un concepto polémico que integra múltiples manifestaciones que tienen como nexo común de identidad el ser materializadas merced a la inserción de la informática con las comunicaciones electrónicas. A partir del momento en que la digitalización de la información puede ser transmitida con suma facilidad en virtud del conjunto de instrumentos de comunicaciones sumamente versátiles y eficientes que conocemos como Internet, las redes de ordenadores han desplegado su capacidad de interconexión mundial con lo que la información disponible en cada una de ellas puede ser virtualmente empleada por cualquier otro usuario de las redes de forma horizontal. Esa información, su disponibilidad instantánea y su ubicuidad, gracias a los instrumentos técnicos de telecomunicaciones, han posibilitado la difusión del conocimiento a escala global. La Unión Europea, sensible a este nuevo nivel tecnológico que han alcanzado las comunicaciones electrónicas, ha participado activamente en su regulación normativa, una regulación extensa en cuanto a las materias en las que ha sido activa su intervención, como intensa en relación con la amplitud de las áreas de intervención legislativa. Una buena parte de la nueva economía del futuro hunde sus raíces en la naturaleza y características de las nuevas comunicaciones digitales y, en particular, en las nuevas formas de organización de los grupos humanos que caracteriza y hacen posible las comunicaciones telemáticas, las nuevas estructuras virtuales de cooperación operativas merced a la generación de nuevos espacios públicos de encuentro, el intercambio fructífero de la información, su acelerada aplicación en nuevos procesos de gestión productiva y comercial, la significativa reducción de diversos costes de transacción, etc., son factores de progreso social y cultural cuya dimensión económica es insoslayable. Los aspectos sucintamente señalados junto a otros como: la regulación de las redes, la competencia, la reducción de la brecha digital, la gobernanza en línea, las cibercapacidades, la accesibilidad electrónica, la seguridad de las redes, la lucha contra la ciberdelincuencia, la evolución de Internet, etc., forman parte, también, de este trabajo, que pretende ser una aproximación a la compleja regulación normativa de lo que es ya una realidad que afecta y que afectará aún más a nuestras relaciones en, prácticamente, todas sus dimensiones vitales: trabajo, formación, comercio, salud, ocio, etc., realidades que han adoptado una dimensión o vertiente virtual, y que forman parte de la Sociedad de la Información que es preciso conocer y comprender adecuadamente.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Sixteen case studies of socially-innovative initiatives at the neighbourhood level were carried out in nine European cities, of which ten are analysed in depth and presented here. The book compares these efforts and their results, and shows how grass-roots initiatives, alternative local movements and self-organizing urban collectives are reshaping the urban scene in dynamic, creative, innovative and empowering ways. It argues that such grass-roots initiatives are vital for generating a socially cohesive urban condition that exists alongside the official state-organized forms of urban governance. The book is thus a major contribution to socio-political literature, as it seeks to overcome the duality between community-development studies and strategies, and the solidarity-based making of a diverse society based upon the recognising and maintaining of citizenship rights.
