The solution must include generating an inclusive development process through satisfying the basic needs of the poor that enhance their productivity, that enable them to contribute to the development process, and that enables them to earn the income necessary to live a full life. Decentralization of taxing and spending from the central government to lower levels of government can help to satisfy basic needs of the poor and create an inclusive development process. However, decentralization is a stepby-step process that must implemented by taking into account real-world circumstances such as a lack of administrative ability in local government, and by formulating policy accordingly. The book derives economic principles for implementing the process of decentralization, and it presents cases that illustrate the principles at work. It is an economic guide for policymakers and practitioners.

The paper develops an index of regulatory governance and estimates its impact on sector performance, showing that indeed regulation and its governance matter. The authors use two unique databases: (i) the World Bank Performance Database, which contains detailed annual data for 250 private and public electricity companies in Latin America and the Caribbean; and (ii) the Electricity Regulatory Governance Database, which contains data on several aspects of the governance of electricity agencies in the region. The authors run different models to explain the impacts of change in ownership and different characteristics of the regulatory agency on the performance of the utilities. The results suggest that the mere existence of a regulatory agency, regardless of the utilities' ownership, has a significant impact on performance. Furthermore, after controlling for the existence of a regulatory agency, the ownership dummies are still significant and with the expected signs. The authors propose an experience measure in order to identify the gradual impact of the regulatory agency on utility performance. The results confirm this hypothesis. In addition, the paper explores two different measures of governance, an aggregate measure of regulatory governance, and an index based on principal components, including autonomy, transparency, and accountability. The findings show that the governance of regulatory agencies matters and has significant effects on performance.

This book addresses one of the most vexing of these: how can government fairly and effectively regulate "natural monopolies"--those infrastructure and utility services whose technologies make competition impractical? Rather than sticking to economics, José Gómez-Ibáñez draws on history, politics, and a wealth of examples to provide a road map for various approaches to regulation. This report presents a picture as of September 2014 of the governance arrangements, operational modalities and use of regulatory tools across a sample of 34 established water regulators. It relies on the OECD Best Practice Principles for Regulatory Policy: The Governance of Regulators to structure the information collected through a survey exercise. It has been developed in close co-operation with the OECD Network of Economic Regulators (NER). The results from the survey show that the 34 water regulators show generally a high level of adoption of good governance principles and practices. They display functions and powers that are in line with their objectives. Water regulators also show a strong culture of consultation. Other areas, in particular evaluation of regulatory impacts, could be further strengthened.

Book excerpt: The protection of water resources from deterioration in quality by pollution discharges is probably the biggest challenge in sustainable water resources management in the recent decades. In practice, most countries have adopted pollution control strategies and measures which are based on ‘end-of-pipe’ solutions: wastewater treatment plants and adjustments to the regulations, including taxes for wastewater discharges (Conventional Strategy). Although this approach involves very high costs, on many occasions, this strategy has been a complete failure. The research described in this book contribute to the development of sustainable solutions for the previously outlined problem. It was based on the validation of the Three-Step Strategic Approach concept (3-SSA), which includes: 1) prevention or minimisation of waste production; 2) treatment aimed at recovery and reuse of waste components, and 3) disposal of remaining waste with stimulation of natural self-purification of the receiving water body. The study showed overall positive effects of the 3-SSA, in comparison of Conventional Strategy, on wastewater management in the Upper Basin (389 km) of the Cauca river, the second most important river in Colombia. The Cost Benefit Analysis clearly favoured the 3-SSA, generating a major impact on the river water quality at lower cost compared to the Conventional Strategy.
