Book excerpt: Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. The chapters address a broad and diverse number of countries and geographical areas: Latin America, North America, East Asia, Southeast Asia, Southern Africa, the Baltic states, the Nordic states, Western Europe, Central Europe, Eastern Europe, and Europe as a whole. "Regional Comparisons and Policy Analysis" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume showcases a different new chapter comparing domains of study interrelated with comparative public policy: political science, public administration, governance and policy design, authored by the JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie A. Pal and B. Guy Peters.

Referring to dominant norms and values in public organizations administrative culture is about the attitudes and perceptions of public officials. In many countries civil servants are criticised for being corrupt, incompetent, unreliable and self-centred.Their attitudes, norms and values and the way they act are in constant conflict with rule of law. Recently the virtues of the Weberian model of bureaucracy have been reclaimed as an alternative to New Public Management (NPM): i.e. as a model which emphasizes impartiality, rule-following, expertise, and hierarchy rather than manipulation of incentive structures and market competition. In particular it has been argued that a system of meritocratic recruitment and predictable, long-term careers increases the professional competence of the bureaucrats and fosters a culture of professionalism among them. Still it is unclear how and under what conditions such a model can be adopted.Among main hindrances seems to be established power structures and the existing political and societal culture which undermine the effective implementation of the Weberian model. Yet patronage was the prevailing method of staffing government for centuries, and in some countries it still is. In Jobs for the Boys, Merilee Grindle considers why patronage has been so ubiquitous in history and explores the political processes through which it is replaced by merit-based civil service systems. Such reforms are consistently resisted, she finds, because patronage systems, though capricious, offer political executives flexibility to achieve a wide variety of objectives. Grindle looks at the histories of public sector reform in six developed countries and compares them with contemporary struggles for reform in four Latin American countries. A historical, case-based approach allows her to take into account contextual differences between countries as well as to identify cycles that govern reform across the board. As a rule, she finds, transition to merit-based systems involves years and sometimes decades of conflict and compromise with supporters of patronage, as new systems of public service are politically constructed. Becoming aware of the limitations of public sector reform, Grindle hopes, will temper expectations for institutional change now being undertaken.

Además de proponer las nominaciones más rentables y que presenten estas una buena imagen ante la opinión pública. El acontecer político actual, sin lugar a dudas ha motivado que haya una gran demanda y exigir ciudadano para que los políticos deban profesionalizarse con el fin de ganarse el respecto de la sociedad mexicana y la política sea un verdadero instrumento de cambio democrático que genere certidumbre en acciones de gobierno.
