Book excerpt: A new culvert inspection rating system was developed by the Ohio Department of Transportation (ODOT) and described in their 2003 Culvert Inspection Manual. The Ohio Research Institute for Transportation and the Environment (ORITE) developed a proposed rating system and tested it and the ODOT system on 60 culverts in 8 of 12 ODOT Districts across the state: 25 concrete culverts, 25 metal culverts, and 10 thermoplastic pipe culverts. The ODOT rating system rates 16 items on a 0 to 9 point scale, while the proposed system considers 30-33 items on the same 0 to 9 point scale.

Book excerpt: Application of exterior coatings and membrane waterproofing on precast reinforced concrete box culverts, three-sided flat-topped culverts, and precast reinforced concrete arch and round sections is required by Ohio Department of Transportation (ODOT). Sealing and waterproofing limit the intrusion of ground water through the top of the joint and it protects the top and sides of the concrete surfaces from top-down chloride intrusion, thus extending the service life of the culvert. The intrusion of water through the joint, particularly in low cover applications, can lead to premature degradation of the reinforced concrete. This project investigated the suitability of the current exterior surface preparation of large-span reinforced concrete structures to eliminate water infiltration. Based on survey data from 24 state DOT agencies and precast concrete industry, literature review, and evaluation of ODOT's current waterproofing and joint treatment methods, successful practices are identified and recommended for repair and protection of precast concrete culverts.

Book excerpt: This study aimed to determine the effectiveness of ODOT's current method for estimating the service life of culverts and look at possible alternatives. The research team conducted a literature review and examined other culvert rating systems. The team created a set of new inspection report forms for culverts which were utilized to inspect 214 culverts (96 concrete, 86 steel, and 32 thermoplastic) selected from the ODOT culvert inventory database and located in ten of ODOT's twelve districts and 35 counties. Culverts were rated using scales currently used by ODOT and one developed by ORITE [Mitchell et al., 2005]; concrete culverts were also rated using a scale developed by Hurd [1985]. The data collected were augmented with data from earlier studies translated into the rating scales used in this project. A multivariate regression analysis was conducted on each type of culvert for acidic (pH 7.0) and alkaline (pH 7.0) environments (thermoplastic culverts were combined into a single set regardless of pH). It was determined that the best fits were provided by linear regression models. The low-pH data sets had models with higher correlation coefficients, and it was determined that the ODOT rating systems provided more accurate predictions than did the ORITE scale except for concrete culverts in alkaline environments. A modified Los Angeles abrasion test was used to compare abrasion resistance polymer, bituminous, Aluminized, and standard galvanized coatings on steel plates. The polymer coating showed the least mass loss from abrasion, followed by bituminous, Aluminized, and galvanized, but these results may not reflect actual field conditions which include freeze-thaw cycles and aging.

Book excerpt: Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.

The Office of Structural Engineering (OSE) database for bridge size culverts (structures with a span length of 10 ft. or greater along roadway centerline) was provided to by Ohio Department of Transportation (ODOT). The database included a record based on culvert inspection data, such as general appraisal and overall culvert condition ratings. Using the provided data, Markovian deterioration models and Weibull survival analysis models were developed for cast-in-place and precast reinforced concrete 3-sided and reinforced concrete box culverts. The major findings of the study are: Data preprocessing and quality assurance should be planned and coordinated properly with a systematic procedure outlined to limit data manipulation; Markovian models can be modified to model non-standard transitions, which were encountered in the data, such as condition rating improvement and two condition ratings drop in one year; On average, cast-in-place culverts deteriorate slightly faster up to the half of the design life and maintain a slightly higher condition rating near the end of the design life compared to precast 3-sided and box culverts; On average, cast-in-place box culverts maintain a slightly higher condition rating throughout their design life compared to 3-sided cast-in-place culverts; Precast 3-sided and box culverts have a similar deterioration trend on average; The Weibull survival analysis can be highly sensitive to censored to uncensored data ratio and extreme values.
