The cattle owner, by not rounding up all the cattle, can take advantage of the inspector any time he likes. Of course, by so doing he loses the beneficial effects Of the dipping, but Often he will not hesitate to do it if he has had trouble With the inspector or is required to dip when it is not practicable. In dealing with cattle scab under other than open-range conditions it is necessary to Obtain the cooperation of the cattle owner individually. Often this may lead to a heated discussion, but the inspector must always remember that if he loses his temper, no matter how justified it may be, he will not get the best results. It may not be so difficult to dip and cure a bunch of scabby cattle, but the successful inspector is one that not only accomplishes that result but by sound argument has induced a man to dip who did not want to, and at the same time has left him feeling friendly. Book excerpt: Excerpt from Service and Regulatory Announcements: October 1929 This requirement must be rigidly observed and in carrying it out it is im portant that employees dismiss the idea, which has probably been responsible for some misuse, that roundabout travel for personal reasons between points in an official itinerary is not to be deemed personal travel. It is based not only on the fundamental impropriety of using the Government requests for personal travel but on the fact that such throws upon both the bureau and the General Accounting Office the burden of auditing, settling, and paying additional, transportation accounts. A single illustration of an instance, in the use of requests as indicated. Above, which has been permitted heretofore but can not now be allowed, is as follows: An employee is directed to perform official travel from Washington, D. C., to Chicago, Ill., but is granted permission to go via Indianapolis for the pur pose of taking annual leave. Heretofore, he has been allowed to use a request to Indianapolis and another from Indianapolis to Chicago, and the excess over the direct fare from Washington to Chicago has been deducted from his expense account. Under present requirements he will be obliged to pay cash fare for the entire trip. Numerous illustrations could be given, but this concrete example will suffice. Book excerpt: Excerpt from Service and Regulatory Announcements: October-December, 1927 An amendment of the Japanese beetle quarantine, adding parts of 10 counties in Pennsylvania, 2 entire counties in New York, and part of 1 county in Connecticut, to the area designated as regulated on account of this insect, was announced today by the United States Department of Agriculture. At the request of the States concerned, an eradication experiment with respect to certain outlying points of supposed infestation has been authorized under such conditions and controls as will, it is believed, eliminate any increased risk over the immediate inclusion of such points under quarantine. At none of these points has it been definitely determined that there is any soil infesta tion, and in many instances only a single beetle was found. This experiment will be completed during the present dormant period of the insect, and, if its failure is indicated by the reappearance of adult beetles in June, provision has been made for the immediate extension Of the Federal quarantine to include these points. The, eradication effort will involve an intensive soil treatment not only Of the location where the beetles were found in each case, but of a considerable surrounding area also. This treatment is to be applied as far as possible this fall or prior to the transformation and emergence Of the beetle in the spring.
