The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

Specific guidelines for implementation are often available from the secretariat of the applicable international instrument, but comprehensive guidance is generally lacking. Governments need a clear picture of their international obligations as well as guidance on the accepted international consensus on the proper management of pesticides. Upgraded national legislation is needed to align national frameworks with international norms. This text aims to provide governments wishing to design, reform or update their national legislation with up-to-date advice on all aspects of pesticide management. Although the recommendations for national legislative change are designed to be useful to all countries, the text highlights the particular problems faced by developing countries and countries in transition, offering practical solutions to common problems. Furthermore, there is increased public concern about the safety of conventional pesticides, and increased governmental restrictions have resulted in the need to identify new compounds that are safe and effective in controlling pests that are of concern to agriculture as well as to public and animal health. Biopesticides may aid in the control of such pests with fewer deleterious effects to the environment, people and animals. The U.S. Environmental Protection Agency (EPA) defines biopesticides as "pesticides derived from such natural materials as animals, plants, bacteria, and certain minerals" (www.epa.gov). According to the U.S. EPA's website in 2014 there were more than 430 registered biopesticides along with 1320 active product registrations. Biopesticides have seen a recent growth, which is partially due to increased advances in biotechnological tools for pest control. However, the growth has been largely spurred by the growing needs for new tools to fight pesticide resistance and safer and more benign means of pest management. This volume and the chapters contained within it resulted from the "Biopesticides: State of the Art and Future Opportunities" symposium held at the 246th ACS National Meeting in Indianapolis, Indiana, September 8-12, 2013. The symposium was comprised of 38 papers in five sessions: The Big Picture, Repellents and Attractants, Insecticides and Nematicides, Products from Genetic Improvements, and Economic, Regulatory and Future Needs. Book excerpt: Pesticide use has changed considerably over the past five decades. Rapid growth characterized the first 20 years, ending in 1981. The total quantity of pesticides applied to the 21 crops analyzed grew from 196 million pounds of pesticide active ingredients in 1960 to 632 million pounds in 1981. Improvements in the types and modes of action of active ingredients applied along with small annual fluctuations resulted in a slight downward trend in pesticide use to 516 million pounds in 2008. These changes were driven by economic factors that determined crop and input prices and were influenced by pest pressures, environmental and weather conditions, crop acreages, agricultural practices (including adoption of genetically engineered crops), access to land-grant extension personnel and crop consultants, the cost-effectiveness of pesticides and other practices in protecting crop yields and quality, technological innovations in pest management systems/practices, and environmental and health regulations. Emerging pest management policy issues include the development of glyphosate-resistant weed populations associated with the large increase in glyphosate use since the late 1990s, the development of Bt-resistant western corn rootworm in some areas, and the arrival of invasive or exotic pest species, such as soybean aphid and soybean rust, which can influence pesticide use patterns and the development of Integrated Pest Management programs.
