A detailed set of intructions as submitted to ASTM Committee C-26.05 on the rapid preparation and analysis of uranium and plutonium samples mass spectrometrically by the resin bead technique is also presented. This report contains information on two separate topics: one is a progress report on the International Safeguards Project Office A.82 in which we investigated various means of obtaining better precision on mass spectrometric isotopic ratio measurements. The idea investigated most thoroughly was the use of a two-filament source configuration on a pulse-counting mass spectrometer; our conclusion was that better results could be obtained with commercially available source systems. ORNL has purchased a turret source for evaluation on the two stage mass spectrometer. The second part of this report is a copy of the resin bead mass spectrometric procedure wd have submitted to ASTM for consideration for inclusion in their standard practice manual. This is a detailed, step-by-step description of uranium and plutonium sample preparation and analysis using the rapid bulk resin bead technique.

Book excerpt: The development of the resin bead method and the techniques employed in its application to isotopic analysis of Pu and U in highly radioactive solutions of spent reactor fuel will be described. The method, developed primarily for safeguards analyses, may also be applied to isotopic measurement for assessing nuclear fuel cycle technology. Satisfactory analyses of both elements can be obtained from a single resin bead when the initial dissolver solution has a U/Pu ratio in the range of 50 to 300. Optimum bead loadings are 1 to 3 ng Pu and U; these loadings are obtained if the concentration of the solution is adjusted to about 1 .mu.g U per bead before the beads are introduced. Isotopic composition measurements of NBS standards using this technique indicate a precision of +- 0.5% for minor isotopes in the 1% concentration range and +- 0.1% for major isotopes in the 50% range. Analyses of a synthetic dissolver solution give an accuracy for the isotope dilution measurement of Pu and U of less than or equal to 0.5% with an internal precision of 0.9% and 0.6% for Pu and U, respectively.

Book excerpt: A basic anion resin is employed to selectively adsorb plutonium and uranium from 8 M HNO3 solutions containing dissolved spent reactor fuels. After a few beads of the resin are equilibrated with the solution, a single bead is used for establishing the isotopic composition of plutonium and uranium. The resin bead separation essentially removes all possible isobaric interference from such elements as americium and curium and at the same time eliminates most fission product contamination in the mass spectrometer. Small aliquots of dissolver solution that contain 10−6g of U and 10−8 g of Pu are adequate for preparing about ten resin beads. By employing a single-focusing, tandem-magnet-type mass spectrometer, equipped with pulse counting for ion detection, simultaneous plutonium and uranium assays are obtained. The quantity of each element per bead may be as low as 10−9 to 10−1°g. The technique of isotope dilution can be coupled with the ion exchange bead separation and used effectively for measuring the total quantity of U and Pu. The technique possesses advantages such as: reduced radiation hazards from the infinitely smaller samples, thus less shielding and transport cost for sample handling; greatly simplified chemical preparations that eliminate fission products and actinide isobaric interferences; and the minor isotopes are more precisely established. Book excerpt: A new, rapid sample preparation method to improve the assay of uranium and plutonium by mass spectrometry has been developed at the Westinghouse Savannah River Site (SRS). The method is applied to the analysis of mixed plutonium-uranium oxide materials but can be applied to low-level mass spectrometry analyses as well. The new method uses a single extraction chromatographic column to separate and purify both uranium and plutonium for isotopic assay by thermal ionization mass spectrometry. A dual uranium/plutonium spike isotope dilution technique is used to allow rapid analysis of uranium/plutonium content and isotopics. A single UTEVA Resin column is utilized to simultaneously separate both uranium and plutonium from the sample matrix. The plutonium and uranium can rapidly removed from the column separately or eluted together for analysis. This new method combines sample preparation into a single, effective separation step that significantly reduces sample preparation time and costs.

Book excerpt: Plutonium and uranium from dissolver solutions loaded on resin beads can be analyzed on single-stage mass spectrometers with little or no degradation of results provided proper care is exercised with regard to sample handling techniques. Additionally, storage of samples on resin beads is feasible for periods at least as long as six months provided the beads are not exposed to residual HNO/sub 3/ and air; it is probable that beads will retain their integrity much longer than six months when stored under collodion, but as yet no data to support this contention have been collected. Conventional or commercial mass spectrometers can readily be adapted to the resin bead technique by installing a pulse-counting detection system. The cost of such conversion will vary depending on whether or not a data acquisition system will be needed. A reasonable estimate is that the cost will be in the neighborhood of $15,000; this figure includes the price of a multi-channel analyzer to serve as a temporary data storage device, but does not include the cost of a computer. It does not appear that it will be practicable to switch easily back and forth between pulse-counting and current integration modes unless the instrument is provided with a movable Faraday cup. Using the same multiplier in both modes would undoubtedly degrade its performance in each. The requirements of low background counting rates and high gain for pulse counting, and of relatively high signal handling capacity in current integration are mutually incompatible if demanded of the same multiplier.
