Book excerpt: Title 5 of the United States Code, Chapter 43, Subchapter II, requires Federal agencies to establish performance appraisal systems that: provide for systematic appraisals of performance of Senior Executive Service (SES) employees; encourage excellence in performance; and provide a basis for retention in the SES and for SES performance awards. The statutory requirement has been supplemented by regulation (5 CFR 430, Subpart C) designed to ensure a performance appraisal system that: communicates and clarifies organizational goals and objectives; identifies individual accountability for the accomplishment of agency goals and objectives; evaluates and improves individual and organizational accomplishment; and uses the results of performance appraisal as a basis for adjusting base pay, training, rewarding, reassigning, retaining, and removing employees.

Performance management systems should help employees understand their responsibilities and how their day-to-day work contributes toward meeting their agency's strategic goals as well as providing a mechanism for giving employees candid, specific feedback on how well they are meeting their rater's expectations. For agencies like the Internal Revenue Service (IRS) that are undergoing a cultural change, performance management systems help reinforce behaviors and actions that support the agency's obsession. In February 2000, IRS implemented a new performance management system for its executives and managers and in October 2001 implemented a new performance% management system for frontline employees. These systems were built upon IRS's three strategic organizational goals-"top- quality service to each taxpayer in every interaction," "top-quality service to all taxpayers through the fair and uniformly application of the law," and "productivity through a quality work environment" and the corresponding balanced performance satisfaction, business results (quality and quantity), and employee satisfaction that are applied to all organizational units, from IRS-wide down to the group level.

The appraisal process is intended to evaluate the performance of senior executives and provide a basis for making many executive personnel decisions, including monetary performance awards, development, advancement, and dismissals. GAO stated that, while it is too early to judge the overall effectiveness of the SES appraisal systems, it wanted to identify existing or potential problems so that agencies and the Office of Personnel Management can take corrective action. GAO stated that non-Federal experience shows that pretesting, user training, evaluation of systems, and several years of development are important steps to implementing successful performance appraisal systems. Since many agencies did not follow these steps in implementing their SES systems, the first few years in operation will be experimental. As a result, agencies need to develop and implement formal evaluation systems to monitor and assess the effectiveness of their SES performance appraisal processes to insure that they are valid, fair, and objective. GAO concluded that, unless a reliable and timely method exists for evaluating and monitoring appraisal systems, areas which need improvement cannot be effectively identified.

The SES, comprising mostly career appointees who are chosen through a merit staffing process, is the link between the politically appointed heads of agencies and the career civil servants within those agencies. The Civil Service Reform Act of 1978 (CSRA) incentivized good performance among senior executives by basing their compensation on their performance. The CSRA tasked the creation and distribution of SES positions within the government to the Office of Personnel Mgt. (OPM), which was also established by the CSRA. The SES includes most of the government's managerial and policy positions above the General Schedule (GS) grade 15. More than three decades after its existence, the SES still serves as the link between political appointees who run agencies and the career government workers in the agencies.
