In spite of the economic slowdown caused by poor weather conditions in 2002, the government continued to focus on enhancing revenue mobilization, prudent public expenditures execution, and reallocation of public resources to social sectors.

The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

The main challenge is how to build policies and programs on a gender perspective approach taking into account gender differences in behavior between male and female at the level of the household. This study is undertaken in a context of two earner partners living in mixed farming systems in Senegal where earnings come primarily from crops and livestock. This book provides substantial research focused on household decision-making regarding resource allocation and consumption. Moreover, it attempts to show empirical findings on the analysis of welfare and well-being through an innovative combination of subjective and objective methods. The research shows how important socioeconomic and cultural factors are in determining earnings from agricultural activities. Important determinants of productivity are related to women’s land access, non-labor income (transfers from migrants), and the wife's access to credit and health care. The research illustrates also that women's bargaining power may be strongly linked to their access to livestock resources, their mobility in purchasing food and medicine and their participation in the management of household finance. Analysis of decision-making regarding expenditures shows that women, more than men, value household goods (related to food, health and schooling expenditures) more than private goods. The results suggest that policies aimed at improving household livelihoods must understand gender differences, obligations and priorities.

The political situation remains problematic, with the two main parties divided along ethnic lines. The most recent mechanism to facilitate a constructive working arrangement between the two parties has broken down and is unlikely to be revived in its current form. Much then depends on the ability of parliament and other institutions to work effectively, which will require that they be strengthened considerably. The Government has scheduled local elections for September 2004, but it is yet to be seen if these can be carried out peacefully, and with the cooperation of the opposition. As the economy remains dependent on certain primary products-bauxite, sugar and rice-which, with the exception of sugar, provide a limited potential for future growth, there is need to diversify the economy to create jobs in other sectors. Establishing an environment for sustained growth remains the main challenge for the Government in the future. Linked with this is the continued need to improve the rule o f law, transparency, and governance in order to provide an efficient and transparent framework within which the private sector can operate. The progress report provides a revised policy matrix that focuses on key issues and updates the matrix in the original PRSP. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
