Book excerpt: As Senegal prepares to celebrate fifty years of independence from French colonial rule, academic and policy circles are engaged in a vigorous debate about its experience in nation building. An important aspect of this debate is the impact of globalization on Senegal, particularly the massive labor migration that began directly after independence. From Tokyo to Melbourne, from Turin to Buenos Aires, from to Paris to New York, 300,000 Senegalese immigrants are simultaneously negotiating their integration into their host society and seriously impacting the development of their homeland. This book addresses the modes of organization of transnational societies in the globalized context, and specifically the role of religion in the experience of migrant communities in Western societies. Abundant literature is available on immigrants from Latin America and Asia, but very little on Africans, especially those from French speaking countries in the United States. Ousmane Kane offers a case study of the growing Senegalese community in New York City. By pulling together numerous aspects (religious, ethnic, occupational, gender, generational, socio-economic, and political) of the experience of the Senegalese migrant community into an integrated analysis, linking discussion of both the homeland and host community, this book breaks new ground in the debate about postcolonial Senegal, Muslim globalization and diaspora studies in the United States. A leading scholar of African Islam, Ousmane Kane has also conducted extensive research in North America, Europe and Africa, which allows him to provide an insightful historical ethnography of the Senegalese transnational experience.

Although separated by an ocean, both cities were founded during the early French imperial expansion of the Atlantic world. Both became important port cities of their own continents, the Atlantic world as a whole, and the African diaspora. The slave trade not only played a crucial role in the demographic and economic growth of Saint-Louis and New Orleans, but also directly connected the two cities. The Company of the Indies ran the Senegambia slave-trading posts and the Mississippi colony simultaneously from 1719 to 1731. By examining the linked histories of these cities over the longue durée, this edited collection shows the crucial role they played in integrating the peoples of the Atlantic world. The essays also illustrate how the interplay of imperialism, colonialism, and slaving that defined the early Atlantic world operated and evolved differently on both sides of the ocean. The chapters in part one, “Negotiating Slavery and Freedom,” highlight the centrality of the institution of slavery in the urban societies of Saint-Louis and New Orleans from their foundation to the second half of the nineteenth century. Part two, “Elusive Citizenship,” explores how the notions of nationality, citizenship, and subjecthood—as well as the rights or lack of rights associated with them—were mobilized, manipulated, or negotiated at key moments in the history of each city. Part three, “Mythic Persistence,” examines the construction, reproduction, and transformation of myths and popular imagination in the colonial and postcolonial cities. It is here, in the imagined past, that New Orleans and Saint-Louis most clearly mirror one another. The essays in this section offer two examples of how historical realities are simplified, distorted, or obliterated to minimize the violence of the cities’ common slave and colonial past in order to promote a romanticized present. With editors from three continents and contributors from around the world, this work is truly an international collaboration.

Decades later, Habr� was finally prosecuted for his role in these atrocities not in his own country or in The Hague, but across the African continent, at the Extraordinary African Chambers in Senegal. By some accounts, Habr�'s trial and conviction by a specially built court in Dakar is the most significant achievement of global criminal justice in the past decade. With its 2016 judgment, affirmed on appeal in 2017, the hybrid tribunal in Senegal exceeded expectations, working to deadlines and within its budget, with no murdered witnesses or self-dealing officials. Book excerpt: Situated along the Senegal River, the Kingdom of Waalo was the smallest of the Wolof states of Senegal, but it illustrates the broader consequences of a shift from trans-Saharan to trans-Atlantic commerce during a time of competing European, Muslim, and indigenous African forces. From the establishment of a French trading post in 1659 to the early nineteenth century, the history of Waalo was closely tied to French interests in St. Louis, popular revolutionary Islamic movements, and internal rivalries between competing royal families and provincial leaders. Stimulating Waalo's socio-political changes were the devastations and fluctuations of the Atlantic slave trade, as well as the Muslim attack on its aristocracy. Torn by internal divisions, devastated by French and Berber incursions, Waalo's institutions and its economy declined. Residents of Waalo sought their own solutions only for external agents to ruin their efforts. By the nineteenth century, the French attempted to establish a plantation economy in Waalo, culminating in their military control of the state and the Senegal valley. This newly translated study is a vital tool in our understanding of Senegal's history, its place in the era of trans-Saharan and trans-Atlantic commerce, and its development into the present. The book should be of value to African studies scholars, anthropologists, and historians of Africa, colonialism, empire, and post-colonialism.

Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account.
