This book presents papers from the 30th International Conference on Legal Knowledge and Information Systems (JURIX 2017), held in Luxembourg City, Luxembourg, in December 2017. In the three decades since they began, the JURIX conferences have been held under the auspices of the Dutch Foundation for Legal Knowledge Based Systems, and have become a fully European conference series which addresses familiar topics and extends known techniques, as well as exploring newer topics such as question answering and the use of data mining and machine learning. Of the 42 submissions received for this edition, 12 have been selected for publication as full papers and 13 as short papers, with an acceptance rate of around 59%. The papers address a wide range of topics in artificial intelligence and law, such as argumentation, norms, evidence, belief revision, citations, case-based reasoning and ontologies. Diverse techniques such as information retrieval and extraction, machine learning, semantic web, and network analysis were applied, among others, and textual sources include legal cases, bar examinations, and legislative/regulatory documents. The book will be of interest to all those working in the legal system who wish to keep abreast of the latest developments in information systems.

This year submissions came from 25 countries covering Europe, the Americas, Asia and Australia. These proceedings contain sixteen full and five short papers that were selected for presentation. As usual they cover a wide range of topics. The majority of contributions deals with formal or computational models of legal argumentation and reasoning: questions of coherence, evidential reasoning, visualisation of argumentation and formal representations of legal narratives are amongst other issues addressed. Another group of papers is centred on representing the semantics of sources of law, to facilitate legislative drafting, information retrieval or “data protection by design”. A third group of papers goes beyond the more technical aspects of legal information systems and asks fundamental questions about the nature of legal expert systems or the concept of rights.

This book presents the proceedings of the 32nd International Conference on Legal Knowledge and Information Systems (JURIX 2019), held in Madrid, Spain, from 11 to 13 December 2019. Traditionally focused on legal knowledge representation and engineering, computational models of legal reasoning, and analyses of legal data, more recently the conference has also encompassed the use of machine learning tools. A total of 81 submissions were received for the conference, of which 14 were selected as full papers and 17 as short papers. A further 3 submissions were accepted as demo presentations, resulting in a total acceptance rate of 41.98%, with a competitive 25.5% acceptance rate for full papers. The 34 papers presented here cover a broad range of topics, from computational models of legal argumentation, case-based reasoning, legal ontologies, and evidential reasoning, through classification of different types of text in legal documents and comparing similarities, to the relevance of judicial decisions to issues of governmental transparency. The book will be of interest to all those whose work involves the use of knowledge and information systems in the legal sphere.

PARLI (Portale per l’Accesso alle Risorse in Lingua Italiana) is a project partially funded by the Ministero Italiano per l’Università e la Ricerca (PRIN 2008) from 2008 to 2012 for monitoring and fostering the harmonic growth and coordination of the activities of Italian NLP. It was proposed by various teams of researchers working in Italian universities and research institutions. According to the spirit of the PARLI project, most of the resources and tools created within the project and here described are freely distributed and they did not terminate their life at the end of the project itself, hoping they could be a key factor in future development of computational linguistics.

Book excerpt: Artificial intelligence as applied to the legal domain has gained momentum thanks to the large, annotated corporate legal and case-law collections, human chats, and social media information now available in open data. Often represented in XML or other Semantic Web technologies, these now make it possible to use the AI theory developed by the JURIX community in over thirty years of research. Innovative machine and deep-learning techniques with which to classify legal texts and detect terms, principles, concepts, evidence, named entities, and rules are also emerging, and the last five years have seen a gradual increase in their practical application. This book presents papers from the 31st International Conference on Legal Knowledge and Information Systems (JURIX 2018), held in Groningen, the Netherlands, in December 2018. The support of the Dutch Foundation for Legal Knowledge Based Systems for the JURIX conference has transformed a domestic workshop into an international event, with theoretical contributions, applied work, demo prototypes, a hackathon, and a doctoral consortium. Of the 72 submissions received, 17 full papers and 11 short papers were selected for publication, representing an acceptance rate of approximately 38%. Machine learning for the legal domain prevails in the JURIX 2018 program, with traditional research mainstreams concerning legal reasoning and argumentation, natural-language processing, legal-text retrieval, and legal semantic modelling. An emerging topic is blockchain, which has graduated from the workshop area to the main program. The book offers an overview of the ways in which innovative information technologies are merging with legal theory, argumentation, and practice.
