Book excerpt: Abstract: The purpose of this study was to explore social workers' perceptions of the effects the foster care system and multiple placements have on the ability of children and youth to create healthy attachments. Face-to-face interviews with 15 social workers employed with the Department of Children and Family Services, Los Angeles County, were conducted to explore their perceptions of attachment in foster children and youth. This study revealed ambiguity from the majority of social workers as to whether the foster care system could promote healthy attachments in foster children and youth. A higher percentage of participants believed the biggest barriers to be an overloaded foster care system, too many people involved in the decision-making process, and a long turn-around time for services. Additionally, social workers perceived that multiple placements had a significant negative effect on foster children and youth that often led to lost peer relationships, a decrease in a child or youth's educational progress, and a lack of motivation to adapt to new environments and therefore limiting any possible attachment to future caregivers. Additional research is needed to further explore the system's effect on attachment outcomes for children and youth in foster care who experience multiple placements.

Book excerpt: Background: Annually, 30,000 youth in the U.S. emancipate out of foster care (age out) as adults. For many foster youth, the aging out process is a move to complete independence, with no additional support from the government or parental caregivers. Currently, there is little research examining the course of adjustment of youth aging out of care. Given the lack of supports, there is a genuine question of whether many foster youth can make a successful transition to adulthood. Objective: The current research examined the short-term psychological and societal outcomes of emancipated foster youth. In addition, life skills training (LST) and life skills knowledge (LSK) were assessed to determine whether they predicted better outcomes after emancipation. Method: 23 foster youth participated at Time 1 (3 months prior to emancipation) and 13 participated at T2 (3 months after emancipation), utilizing a prospective longitudinal design. All completed multiple self-report questions and an interview of informal life skills training. Results: Social support significantly decreased from T1 to T2, but other psychological measures did not show evidence of negative changes across the transition. Formal 1st predicted a reduction in trauma symptoms regarding relationships with others. Informal 1st predicted better adjustment on a number of societal variables, including having a bank account, driver's license, or a cell phone. LSK predicted a number of psychological and societal variables, including decreased PTSD and associated trauma symptoms, and having a driver's license or car. However, LSK at time 1 was not a mediator between 1st at T1 and psychological or societal variables at time 2. Conclusions: Results provide initial data on the immediate transitional process of emancipating foster youth. The conclusions are limited by low statistical power to detect significant effects. The findings indicate that the aging out transition is marked by reductions in social support, but may not be associated with other psychological problems, at least over the initial months. LSK appeared to aid in making a successful transition for foster care alumni, indicating that it may be an important target of prevention programs. However, fewer findings were obtained for LST. More work is needed to determine whether particular components of 1st programs are more or less beneficial for foster youth. Future research should develop a "gold standard" by which other 1st programs can be evaluated against. Further, prospective longitudinal research is needed with larger samples in order to identify the factors that contribute to risk and resilience across the aging out process.

Available in PDF, EPUB and Kindle. Book excerpt: In this country there are approximately 510,000 children in the child welfare system. Of those, it is estimated 38% to 57% experience some type of disruption in their placement within 12 to 18 months of placement (Palmer 1996; Staff & Fein, 1995). Although the primary goal for foster care is to provide a stable home while children awaits reunification, nearly half experience at least one change of placement (COP) within an average length of stay of 28.3 months. In other words a child may experience a change from home to home, or from home to group home, or some other institution. A chart review was conducted on archival data of 3600 children who entered into a community mental health clinic for assessment during 2005-2008. Analysis shows COP children accounted for 20% of the total population of children receiving risk assessments. Children were assessed each time they change placement, which led to an influx in repeat assessment. COP assessments generated 40% of the total assessments. These individuals illustrated a population in which many experienced severe physical/sexual abuse or neglect, displayed disruptive behaviors, have been hospitalized for suicidal behaviors and has reported using drugs. Repeated movements may impair a child's ability to form secure attachments with caregivers as well as possible delinquent behaviors in the future. Demographic statistics, disruptive, risk and self-harm behaviors are analyzed between children with single placements and COP children. These findings were contextualized within and supplemented by a discussion section focused on clinical recommendations intended to aid COP children. The findings of this dissertation can aid in adding to our understanding of the needs of COP children and recognizing what multi-systemic solutions may be beneficial.

Book excerpt: This dissertation is a secondary analysis of transition preparation engagement data collected at baseline for 294 transition-aged youth in foster care who participated in an evaluation of an intervention to promote self-determination and enhance young adult outcomes, called My Life. Transition preparation engagement in this study was represented by eight domains: youth perceptions of preparedness for adult life, post-secondary education preparation engagement, career preparation engagement, employment, daily life preparation engagement, Independent Living Program (ILP) participation, transition planning engagement, and self-determination. Transition preparation engagement domains were examined using hierarchical multiple regression analysis to explore differences by disability status, placement setting, and youth self-report of perceptions of restrictiveness. In alignment with the literature, 58.8% of youth in this sample experienced a disability. Additional key demographics, including age, gender, and race, and foster care experiences, including length of time in care and placement instability, were entered into the regression models as covariates. Results indicated significantly less transition preparation engagement for 1) youth with disabilities compared to youth without disabilities, 2) youth residing in restrictive placements compared to youth in non-relative foster care and kinship care, and 3) youth who reported higher levels of perceived restrictiveness compared to youth who reported lower levels of perceived restrictiveness. Program, policy, and research recommendations are discussed that highlight the need to promote transition preparation engagement for this particularly vulnerable group of young people in foster care who experience disabilities, are residing in restrictive placement settings and who report high levels of perceived restrictiveness.
