Book excerpt: Women leaders are grossly underrepresented in police and Army organizations and relevant research suggests that women face the most significant challenges in reaching leadership positions in male dominant organizations. Although there have been recent policy changes to increase opportunities for women in police and Army organizations, women are still barely represented in senior command and primary staff positions in police and Army organizations. When women are underrepresented, particularly at the most senior ranks, there are implications regarding cultural, structural, and attitudinal challenges that simply should not still exist in these organizations. Using qualitative methods, this study examined the experiences of women leaders, specifically senior leaders, in selected police departments and representative Army commands and staff support agencies. Specifically, the study explored the characteristics of effective women leaders to assess the perceived group affiliation of these leaders as it relates to these leadership characteristics and personal assessments of their leadership capabilities. The findings revealed that women leaders possess a multitude of characteristics that have set the conditions for them to break through the "Glass Ceiling" despite the many challenges and obstacles that exist within male dominant organizations. The findings indicate that women leaders in police and Army organizations are care-givers, selfless servants, over-achievers, and great communicators. They identify themselves by their performance and leadership acumen as opposed to their gender, race, or any other demographic descriptors. The findings also suggest that women leaders continue to be faced with challenges and obstacles that make it extremely difficult for them to become senior leaders and navigate up the chain of command within their organization, which impacts their ability to influence policy changes that could address some of these cultural, structural, and attitudinal challenges.

The research is based upon considerations of a literature review in the fields of gender bias and stereotype conducted previously. Subjects from Spain and Germany were asked to evaluate a director (male or female) of a fictive feedback situation that was described before a short questionnaire. The questions of the questionnaire were based on previous research and findings of the literature review. Results show no significance differences in the evaluation across genders and cultures. We tested if previous experience with a woman leader was related to a higher evaluation of the female leader finding no significant relationship. We tested if there was a relationship between the previous experience with a female leader and the preference to work for a certain leader’s gender finding no significant relationship. Taking into consideration the subgroup “previous experience with a female leader”, we analyzed if personnel responsibility was related to the preference to work for a certain leader’s gender finding no relationship. Results from the study show that gender, culture and previous experience with a female leader had no influence on the leader’s evaluation. A discussion with possible interpretations of the findings and implication for further research follows.

However, female leaders may experience an incongruence between the assertive decision-making expected of their leadership role and the passivity expected of their gender role, which can impact their leadership self-efficacy. The purpose of this study was to explore how gender role congruence influences the self-efficacy of male and female emerging outdoor leaders. A convergent mixed-methods design was used by triangulating self-efficacy survey data with in-depth interviews, observations, and reflective drawings from eight student outdoor leaders at a large Midwestern university’s outdoor recreation program. Multiple themes emerged from this study, with the primary result being that participants had highest self-efficacy with gender role congruent behaviors. Both engrained perceptions of gender roles in outdoor leadership and prior experiences contributed to these feelings of self-efficacy. Additionally, the results of this study indicated that women experienced low self-efficacy more often than men and faced specific challenges leading in a male-dominated space. No other known study examining gender and self-efficacy in the outdoors has used such a design, so this research brings a novel contribution to the literature and to outdoor leadership development programs.
