Among the questions Balkin explores are the reasons self-employment is a significant and successful alternative in some ethnic groups but has not been in others, why it is successful in those groups, and whether and how it could become a viable option. Balkin examines the various studies of groups in the U.S. such as the Amish, the Gypsies, and the Koreans, who have tended toward self-employment, using it as a successful mode of economic activity. He explores the cultural backgrounds, forces, and networks that contributed to their success in order to identify the factors most likely to predict the effectiveness of future self-employment efforts and programs. He also analyzes low-income groups where self-employment is relatively rare, suggesting policies and approaches which might be taken to encourage successful self-employment among these groups. Balkin looks at programs in the United States, Europe, and the Third World, which have assisted the self-employed and recommends ways in which policies might be implemented to help U.S. low-income workers undertake successful self-employment. Finally, estimates of the job creation potential for self-employment programs are provided along with a discussion about the importance of evaluation.

Yet, although women make up more than 50 percent of the world population, they own and manage significantly fewer businesses than men. Venture types and management styles vary across genders as well. Women entrepreneurship presents several distinctive characteristics that differentiate it from men entrepreneurship. But variations exist also across women entrepreneurs in various countries, and between women who are involved in entrepreneurship and those who are not. Overall, the explanation for the behavior of women entrepreneurs and its distinctiveness is complex and multifaceted. Evidence to date suggests that reasons contributing to explaining these differences include demographic and socio-economic variables, subjective perceptions, and cultural factors and institutions, and that such differences have significant implications at the macro-economic level. Studying female entrepreneurship allows researchers to ask questions that shed light on the linkages between entrepreneurship and wealth creation, employment choices and cognition, human capital accumulation and labor market structure, employment choice and family dynamics, business creation and peace, and many others. From a scientific point of view, the study of female entrepreneurship as a distinct area of inquiry informs us not only about women behavior, but also about entrepreneurial and human behaviors in general. All over the world, female entrepreneurship has become an important component of academic and policy conversations around entrepreneurship. Still, there is much we don't yet understand. Taking stock of what has been learned so far, identifying the main gaps, and encourage scholars to push the frontier of knowledge in this area further are the goals of this work.

From Science to Business: Preparing Female Scientists and Engineers for Successful Transitions into Entrepreneurship is the summary of an August 2009 workshop that assesses the current status of women undertaking entrepreneurial activity in technical fields, to better understand the nature of the barriers they encounter, and to identify what it takes for women scientists and engineers to succeed as entrepreneurs. This report focuses on women's career transitions from academic science and engineering to entrepreneurship, with a goal of identifying knowledge gaps in women's skills as well as experiences crucial to future success in business and critical for achieving leadership positions in entrepreneurial organizations. From Science to Business makes the case that in addition to educating women scientists and engineers in rigorous problem solving, it is equally important to provide exposure and training to impart the skills that will enable more women to move from the role of expert to that of leader in dynamic new business enterprises.
