The author has gathered ideas and material from a diverse literature and experience base to provide practical suggestions for those who operate self-employment programs, fund self-employment programs, consider policy concerning self-employment, and look for alternative strategies to alleviate poverty, create jobs, and improve economic development. Among the questions Balkin explores are the reasons self-employment is a significant and successful alternative in some ethnic groups but has not been in others, why it is successful in those groups, and whether and how it could become a viable option. Balkin examines the various studies of groups in the U.S. such as the Amish, the Gypsies, and the Koreans, who have tended toward self-employment, using it as a successful mode of economic activity. He explores the cultural backgrounds, forces, and networks that contributed to their success in order to identify the factors most likely to predict the effectiveness of future self-employment efforts and programs. He also analyzes low-income groups where self-employment is relatively rare, suggesting policies and approaches which might be taken to encourage successful self-employment among these groups. Balkin looks at programs in the United States, Europe, and the Third World, which have assisted the self-employed and recommends ways in which policies might be implemented to help U.S. low-income workers undertake successful self-employment. Finally, estimates of the job creation potential for self-employment programs are provided along with a discussion about the importance of evaluation.

The modified version of the self-employment scheme called Swarnjayanti Gram Swarozgar Yojana (SGSY), launched in 1999, aims to promote micro-enterprise through credit-cum-subsidy. This paper analyses interstate performance of the scheme. Although the scheme in its holistic form is relatively new, the early evidences hold some important lessons that can be used to improve the design and implementation of the scheme. In particular, it is found that: Contrary to the popular belief, subsidy does not seem to explain interstate performance of the scheme; effectiveness of lending institutions is crucial for the performance of a scheme that promotes micro-enterprise through credit-cum-subsidy; because the scheme requires matching contribution from the states, its performance depends also on states' fiscal position as well as the priority they attach to the objective of poverty alleviation.

Book excerpt: Analysis of the large rise in the numbers of self-employed in the UK reveals high levels of in-work poverty, especially among those coming off of social security benefits. Policies that are developed to alleviate social and economic risk regularly lead to behavioural responses to perceptions about the nature of such risk and to make individuals more accountable. Informed by accounting, finance and economic theories of risk, interviews with key informants who are experiencing self-employment and poverty, along with professionals from business and community development and poverty alleviation, are used to explore the support available to new entrepreneurs. Findings include that policy push from unemployment to self-employment shifts the social risks and responsibilities of employment from state and employers to those individuals with least capacity to bear them. Measures to mitigate resource disadvantage, including the New Enterprise Allowance Scheme, are found to be wanting and inadequate for the main client groups, and fail to reduce the social and economic risks faced in starting up a new business.
