The Editor was oppressed by the abundance of materials; and the difficulty of selection was increased by the general excellence of the articles among which he had to choose. He excluded from his plan those which referred to temporary topics; but, even after this was done, he was frequently at a loss what to insert, and what to leave out. His object was to embody in these Selections the best papers in the Review, particularly those of.permanent interest, or likely to attract the greatest number of readers. Whether he has succeeded the public will decide. Those best acquainted with the diversified contents of the original work, will probably be the least disposed to censure his defects. The new and pleasing duty, too, which has been lately imposed on our rulers, Of reducing and abating taxes, plainly calls for an exercise of economical skill, of no vulgar importance in itself, and for which they cannot have been prepared by any previous part of their training. The Single problem that exercised the financial genius of the late reign - and that, heaven knows, most imperfectly solved - was how to increase taxation, with the least waste of capital or discouragement of industry. The task Of encouraging it by diminishing taxation, though apparently more simple, and unquestionably more popular, is yet attended with nearly equal difficulties, and Obviously requires a large and compre hensive knowledge both of facts and of principles at once to foresee the facilities of improvement to which such remissions Of imposts may give rise, and to determine the grounds Of choice among the different remissions that may be suggested.
