Book excerpt: The bilingual relationship between the English and the Indian vernaculars has long been crucial to the construction of ideology as well as cultural and political hierarchies. Print was vital for colonial literacy; it was thereby instrumental in initiating a shift in the relation between 'high' and 'low' languages. Here, Dr Naregal examines the relationship between linguistic hierarchies, textual practices and power in colonial western India. Whereas most studies of colonialism focus on India's 'high' literary culture, this book looks at how local intellectuals exploited their 'middling' position through such initiatives as the establishment of newspapers and of influential channels of communication. How was the 'native' intelligentsia able to achieve a position of ideological influence? Dr Naregal shows that, despite their minority position, such people negotiated the arenas of education policy, the press and voluntary associations to advance their social class. In doing this, she sheds light on the process of self-definition among the Indian intelligentsia before anticolonial thinking articulated its hegemonic claims as a nationalistic discourse.

Based on rich archival evidence, it critically explores data on 16,000 indigenous schools and shows that indigenous education was not oral, informal, and Brahmin-centric but written, formal, and egalitarian. The author highlights the educational policies of the colonial state and the way it actively opposed the introduction of modern education and privileged Brahmins. By including hitherto unused 41 Educational Minutes of Macaulay, the volume examines his educational ideas, and analyses why the colonial state closed down every school established by him. It also contrasts the educational ideas of the British elites and the Orientalists with dissenting Scottish voices. The book discusses post-Macaulayan educational policies and the Wood’s Despatch of 1854 as well as educational institutions during the revolt of 1857. Structured around the lives and careers of two Scottish scholar-administrator brothers, Sir William and Dr John Muir, who served in the East India Company and the Raj in North-West India from 1827-1876, this book examines cultural, especially religious and educational attitudes and interactions during the period. The core of the study centres on a detailed examination of the brothers' seminal works on Vedic and Islamic history and society which, researched from Sanskrit and Arabic sources, became standard reference works on India's religions during the Raj. The publication of these works coincided with the outbreak of the Indian Uprising of 1857, on the nature of which William's correspondence with his brother and others allows some reconsideration, especially in respect of Muslim participation. Powell also examines the response of Indian Muslim scholars, particularly of Sir Saiyid Ahmad Khan, to William's critiques of Islam and the brothers' patronage of Oriental scholarship, comparative religion and education during their long retirement back in their native Scotland. Book excerpt: This is the first systematic study of language conflict in a developing society and of its consequences for the integrational processes of nation building. Jyotirindra Das Gupta maintains that language rivalry does not necessarily impede national integration, but can actually contribute to the development of a national community. He explains that the existence of a multiplicity of language groups in a segmented society is not, in itself, indicative of the prospects for successful integration. Only when language groups mobilize into political interest groups is it possible to determine the pattern of intergroup conflict likely to emerge. The way in which this conflict is handled and resolved depends upon the general political atmosphere and upon the type of institutions available for decision making. In the specific case of India, the author finds that because the Indian government has proved capable of meeting the demands of diverse language interests, it is supported by the Indian population as a whole for its role in mediating language rivalries. This book therefore offers evidence for the efficacy of democratic procedures for political development and integration. In the course of his analysis, Das Gupta discusses the impact of Indian language associations on national politics and on the political community in general; the formulation and implementation of a national language policy; and the language policies of nationalist and of separatist groups both before and since Independence. In order to place the Indian experience in a wider context he provides comparative empirical data from other countries.
