Book excerpt: The nuclear industry should adopt and NRC regulatory and research actions should support the systems approach to training as a structured framework for development and validation of personnel training systems. Potential exists for improving the ability to assess simulator fidelity. Systems Identification Technology offers a potential framework for model validation. Installation of the data collection/recording equipment required by NUREG-0696 could provide a vastly improved source of data for simulator fidelity assessment. The NRC needs to continue its post-TMI actions to involve itself more rigorously and more formally in the entire process of NPP personnel training system development. However, this involvement should be a participative one with industry. The existing similator standards and guidelines should be reorganized to support the use of systems approach to training. The standards should require and support a holistic approach to training system development that recognizes simulators and simulator training as only parts of the complete training program and full-scope, high-fidelity, site-specific simulators as only one useful training device. Some recommendations for adapting the SAT/ISD process to the nuclear industry are: The formation of an NRC/industry planning/coordination group, a program planning study to develop a programmatic plan, development of a user's guide and NRC/industry workshops to establish common terminology and practice, and a pilot study applying the adopted SAT/ISD methodology to an actual nuclear industry training program.

Book excerpt: The use of simulators for the training and qualification of control room operating personnel has become a standard practice throughout the world to develop and reinforce knowledge of plant systems and their relationships, to increase the ability to apply plant procedures, to advance practical skills in operating the plant in normal, abnormal and emergency conditions, and to build supervisory skills and teamwork. Simulators are also utilized to conduct the authorization or licensing examinations of control room operating personnel, and there is an increasing trend in the usage of simulators for non-training purposes. The simulator should be adequately maintained and upgraded to ensure that it continues to be a viable training tool that accurately replicates the operational characteristics of the reference nuclear power plant (NPP). The upgrade or modernization of the simulator should be conducted based upon the proven project management principles and methods discussed in this report. Book excerpt: Since 1981, the United States (U.S.) Nuclear Regulatory Commission (NRC) [1] requires a plant- specific simulator facility for use in training at U.S. nuclear power plants (NPPs). These training simulators are in near constant use for training and qualification of licensed NPP operators. In the early 1980s, the Halden Man-Machine Laboratory (HAMMLab) at the Halden Reactor Project (HRP) in Norway first built perhaps the most well known set of research simulators. The HRP offered a high- fidelity simulator facility in which the simulator is functionally linked to a specific plant but in which the human-machine interface (HMI) may differ from that found in the plant. As such, HAMMLab incorporated more advanced digital instrumentation and controls (I & C) than the plant, thereby giving it considerable interface flexibility that researchers took full advantage of when designing and validating different ways to upgrade NPP control rooms. Several U.S. partners--the U.S. NRC, the Electrical Power Research Institute (EPRI), Sandia National Laboratories, and Idaho National Laboratory (INL) - as well as international members of the HRP, have been working with HRP to run control room simulator studies. These studies, which use crews from Scandinavian plants, are used to determine crew behavior in a variety of normal and off-normal plant operations. The findings have ultimately been used to guide safety considerations at plants and to inform advanced HMI design--both for the regulator and in industry. Given the desire to use U.S. crews of licensed operators on a simulator of a U.S. NPP, there is a clear need for a research simulator facility in the U.S. There is no general-purpose reconfigurable research oriented control room simulator facility in the U.S. that can be used for a variety of studies, including the design and validation of control room upgrades.
