Book excerpt: Evaluating the cost-effectiveness of new techniques, materials, and systems to extend bridge life frequently requires some form of life cycle analysis at the project level. Where networks are concerned, life cycle analysis can be useful in determining budgetary levels and the scheduling of activities which will ensure that maximum bridge life is obtained. As part of this latter process, a procedure developed for the state of Texas is reported, which allocates a budget for bridge replacement and rehabilitation projects using multi-attribute criteria and user-friendly computer programs. The system is a two-level closed loop procedure based on standard bridge inventory data and addresses the concerns of both state and district levels within the state. One state level program determines those bridge projects meeting FHWA financing criteria while a second program takes this subset and applies specific state criteria for project ranking and prioritization. The user of this module can rank the candidate projects using a multi-attribute technique and can complement this with an automatic qualification process based on user-defined threshold values. The multi-attribute approach uses statistical techniques applied to the entire state bridge population. Therefore, as this data set is regularly updated in accordance with FHWA requirements, it captures information on both recent deterioration and improvements to structures. A district reporting program incorporates regional knowledge of structures and their condition into the decision-making process.

A potential management which requires an optimal decision-making is bridge construction industry due to the fact that, the bridges not only connect communities making commute shorter and faster but also shape our lives through urban development. The need for bridge rehabilitation/replacement engenders bottlenecks and closures on existing freeways which creates outrageous conditions for travelling public. Thus, the demand of travelling public for deploying bridge rehabilitation/ replacement process using innovative construction processes evolved in Accelerated Bridge Construction (ABC). Various state departments of transportation have developed decision-making models to identify if ABC is a viable option for a site, yet the deficiencies pertaining in those models require contemplation. The herein study identifies the bridge construction contiguous parameters and models to precisely address the deficiencies in the existing decision-making models for bridges. The outcome of this study is an informed decision-making model that can be customized using site specific data in selecting an optimal bridge construction process. A decision-making tool is developed for implementation of the decision-making model. The tool os demonstrated through a case study of Parkview Bridge over US 131 in Kalamazoo, MI.

Book excerpt: Beginning in 1930, the Congress established the first transportation discretionary program under which the executive branch could select specific transportation projects for federal funding, thus providing the executive branch with some latitude in allocating federal funds to the states. In that year, the Public Lands Program was established to pay for road work on the nation's public lands. In 1978, the Congress set up the Discretionary Bridge and Discretionary Interstate programs. The Discretionary Bridge Program was established to replace or rehabilitate high cost bridges while the Discretionary Interstate Program aimed to accelerate the construction of the Interstate Highway System. when the Interstate 4R Discretionary Program was begun in 1982, its goal was to resurface, restore, rehabilitate, and reconstruct the Interstate Highway System. Finally, the Ferry Boats and Facilities Program, begun in 1991, was intended to construct ferry boats and ferry terminal facilities. (See apps. I-V for additional information on ISTEA's provisions and eligibility requirements for each of the discretionary programs discussed in this report.) The Secretary of Transportation is responsible for selecting projects under the discretionary programs. The Secretary has delegated this responsibility to the FHWA Administrator. FHWA's Office of Engineering administers the programs, solicits applications from states, and compiles the applications and information for selection. States submit applications to FHWA's division offices, which either send the applications to FHWA's regional offices for compilation with other states' applications or to fl?WA'5 headquarters, as they do for Interstate Discretionary and 4R programs. Regional offices then send the applications to FHWA's Washington, D.C., headquarters.

The guidelines are intended to be used as the protocol for defining when rehabilitation of historic bridges can be considered prudent and feasible and when it is not based on engineering and environmental data and judgments. The guidelines include identification of various approaches to bringing historic bridges into conformance with current design and safety guidelines/standards, and the effect or implications of remedial action on historical significance. There are currently no such nationally applicable decision-making guidelines, but there are a variety of state and local processes and policies for managing historic bridges. Effective practices for the various processes inform the nationally applicable guidelines. The guidelines are in narrative and matrix format.
