Four treatments are for asphalt concrete surfaced (flexible) pavements: chip seals; crack sealing; slurry seals; and thin overlays. Two treatments are for portland cement concrete surfaced pavements: joint and crack sealing; and undersealing. Performance of the pavement sections with the treatments was compared with the performance of a similar pavement section without the treatment. Performance is measured in terms of pavement distress, roughness profile, surface friction, and structural capacity. All of the flexible pavement test sections and most of the rigid pavement test sections have been constructed. Performance data are being collected. This report discusses the experimental design, project selection, construction, data collection, analysis, and future activities of the pavement maintenance effectiveness project.

It includes a review of domestic literature and a survey of current practices in North America. The appendices include a primer on pavement design and construction, the benefits of preventive maintenance of pavements, a summary of the questionnaire data collected, a simulation of pavement management strategies, and an example process to demonstrate the cost- effectiveness of preventive maintenance.

Book excerpt: The level of funding by various highway agencies is inadequate to keep roads at the current condition if current maintenance and rehabilitation policies are continued. Through a preventive maintenance program, pavements can be maintained in a cost-effective manner leading to a better pavement quality at lower total costs. Preventive maintenance is a program strategy that can arrest light deterioration, retard progressive failures, and reduce the need for routine maintenance activities. The objective of such a program strategy is to extend the functional life of the pavement by applying treatments before the pavement deteriorates to a condition that requires a corrective treatment, such as a structural overlay. An effective strategy would feature a combination of different treatments, such as periodic crack treatment followed by chip sealing. A number of highway agencies have used preventive maintenance strategies for both low and high volume roads and found them to be successful. Preventive maintenance treatments for flexible pavements include fog seal, chip seal, slurry seal, micro-surfacing, crack treatment, and thin hot-mix dense, open and gap graded overlays. The selection of a preventive maintenance treatment should be based on the condition of the existing pavement, traffic volume, and environmental conditions. Other factors include experience, budget constraints, and political reality.

The literature review and survey results provide interesting qualitative overviews of the state-of-the-practice of preventive maintenance treatments, and how these treatments are instigated, managed, and accessed by transportation department personnel throughout North America. This report focuses on studies that quantified the performance of various preventive maintenance treatments, including the effect these treatments have on pavement performance.

Book excerpt: This document is a technical summary of the Federal Highway Administration report, Impact of Design Features on Pavement Response and Performance in Rehabilitated Flexible and Rigid Pavements (FHWA-HRT-10-066). Rehabilitation and pavement preservation represent the majority of pavement construction activity in the United States. Preventive maintenance includes treatments that are applied to pavements primarily to delay development of and mitigate existing distresses. These treatments focus on improving pavement functional performance and prolonging pavement life, not on improving the structural capacity. Selecting the appropriate maintenance technique and treatment application timing form the basis of a preventive maintenance practice. In addition to a nontreated control section, the Specific Pavement Study (SPS)-3 experiment included the following four maintenance treatment alternatives: Thin hot mix asphalt overlay (typically 1 inch (25.4 mm) or less). Slurry seal. Crack seal. Chip seal. Additionally, each site was categorized according to the following five design factors: Moisture (wet or dry climate). Temperature (freeze or no-freeze zone). Subgrade type (fine grained or coarse grained). Traffic loading (low or high). Existing pavement condition (good, fair, or poor). This experimental design resulted in 48 different experimental combinations of factors. In total, 33 States and Canadian Provinces participated in the experiment, and 81 sites were constructed and monitored for the assessment.
