However, modern police officers must be prepared to take on a wide variety of roles, from problem-solver to counselor and provider of first aid, among many others. Therefore, performance measures should be multidimensional to capture the complexity inherent in modern policing. In this era of tight budgets and deep cuts in municipal services, local officials have prioritized police performance improvement and the collection of measurable evidence to justify budget requests. Police departments also benefit from measuring performance; the results can help officials monitor department operations, promote adherence to policies and strategic plans, and detect patterns of bias or misconduct. By defining what is measured, executives send a signal to their command about what activities are valued and what results are considered important. Performance measures can also help track the progress of individual officers, the efficient use of funds, and many other indicators of organizational health. This report describes some of the key considerations involved in designing measures to evaluate law enforcement agencies. It also includes a framework for measuring performance and a detailed review of some international best practices.

Book excerpt: This detailed and comprehensive book on performance evaluation will provide employers with a resource for developing and implementing a results-based approach to the evaluation of employee work performance. The goal of this book is to fill the gap that exists between what evaluation program designers have been offering in the way of evaluation systems for the last half of this century and what employers, employees and courts need and expect. To briefly describe the system, performance is defined as the objectively measurable result of having performed to standard. Employees are viewed as being highly capable and productive at the beginning of the rating cycle (Theory Y). Accordingly, they are given the best possible rating score attainable in the system - a zero. The zero signifies that they have no uncorrected performance deficiencies. Jobs are analyzed to determine the results that the performer is expected to accomplish. To ensure quality, these results are tracked and measured on a regular basis (e.g., monthly). As long as employees accomplish the expected results, they will maintain their zero evaluation scores (Z-score). Should an employeeÂ’s performance fail to meet standards, problem solving is initiated to determine the source of the problem and, if possible, to help the employee achieve standards. The intervention is documented and an improvement plan is developed. The time and costs associated with the improvement efforts are tracked. As long as employees are capable and willing to correct identified deficiencies, they are given the opportunity to do so without affecting their evaluation scores. Only when employees fail to correct their deficiencies are their evaluation scores affected. The investment costs in development efforts are totaled to form the employee's final evaluation score - the Z score. The lower this score, the better will be the final rating. It will be of primary use to the human resources professional in law enforcement with between 15,500 employees, and it will provide the necessary expertise in research and development that will save these individuals hundreds of hours in self-developing their own system from scratch. The book consists of eight chapters. The appendices contain model forms, instruments, and sample rating measures. Additionally, instructions for developing a template for generating rating scores and reports is included.

Results are what count and programs are increasingly required to demonstrate that activities and programs are viable and worthy of budgetary support. This emphasizes the necessity of ensuring that the managerial processes foster accountability. To ensure success, it is essential that organizational leaders encourage and constantly supervise this management process. Performance improvement occurs when there is an ongoing process that creates strategic performance objectives, such as measures performance, collects, and analyses, which result in the reporting of performance data that can focus on improvement. The key chapter in the text is entitled “Accountability for Performance” inasmuch as it circumscribes the remainder of the concepts discussed, and reviews the necessity of creating an accountability environment fostered by positive communications. The pivotal aspects of accountability are discussed, and each of the five levels reviewed. Chapters deal with a range of potential evaluation tools to include logic models, crime mapping, program evaluation techniques, and problem solving. Considerable attention is given to performance measurement, the different types of measurement and commonly used measures in law enforcement. There is also a brief discussion of CompStat and its four principles with special emphasis on relentless follow-up and assessment. In addition, attention is given to the utilization of performance information and the research measurements that create process improvements. Within the proactive problem-solving process, the reader will find basic questions for the scanning process, objectives, means of defining a problem, environmental surveys, and the recognized sequence of analysis.
