He was famous for his writings on economic development - including the development of capitalism in the west, and the dilemmas of the Soviet Union in their efforts to industrialise what had been primarily an agricultural country. This collection brings together a selection of essays written in the 1960s and 1970s, on socialist economic thought and planning. The essays discuss many issues of relevance today - how to bring about growth in non-industrialised countries; non-market approaches to the economy; and the relevance of Marx to analysing commodity capitalism. The essays are introduced by Dobb's Literary Executor Brian Pollitt, who also gives a useful introduction to Dobb's life and work. Maurice Dobb was author of many works, including Studies in the Development of Capitalism (1946), Soviet Economic Development since 1917 (revised 1966) and Theories of Value and Distribution since Adam Smith (1973). He also collaborated with Piero Sraffa for many years in his work on Ricardo. Brian Pollitt has worked in Cuba, Chile and Nicaragua. His later research has focused on the problems of transition in socialist economies. He has held teaching and research positions at the Universities of Yale, Massachusetts, Concepcion and Adelaide, and has recently retired from his post at the University of Glasgow.

The second essay develops a general theory of a producer cooperative. The third essay discusses a method for avoiding monopolistic exploitation, under either system, without price control. Part IV presents three applications of economic theory to historical problems - in particular, to serfdom and slavery. The first, on 'The Causes of Slavery or Serfdom', has become a classic. The second challenges the widely accepted view that Russian serfdom had become unprofitable for the serf-owners before the Emancipation of 1861. The last shows that the oft-repeated estimate of the overcharge for land allotted to the former serfs by the Emancipation has little basis in fact.

By focusing on these countries as social formations in movement, or in transition, a more adequate understanding is presented. The first essay develops a theory of socialist transition, with focus on the dynamic, rather than static character of socialism. Furthermore, worker cooperatives are analyzed with a focus on the roles they play in the different stages of the transition to socialism. Finally, this framework is utilized to analyze the experience of the Bolivarian Revolution in Venezuela. The second essay utilizes this framework to analyze the particular cases of countries dominated by imperialist relations. As this essay argues, throughout history two opposing conceptions regarding the relation between anti-imperialism and socialist transition have been present in the Marxian tradition. The first argues that an anti- imperialist capitalist development stage within dominated regions is required before a socialist transition can begin. The second view argues that capitalist development is blocked in dominated regions, and as a result the only route to economic development is through a transition to socialism. This essay undertakes an examination of key Marxist thinkers and revolutionary processes across the globe to assess the theories and the processes associated with these conceptions. Finally, the third essay assesses the current direction of institutional change in Cuba. Some analysts believe the current changes in the Cuban system indicate the beginning of a transition to capitalism, while others disagree. By focusing on one particular institution, the non-agricultural worker cooperatives, this essay demonstrates that the current reform process in Cuba has included features that could contribute to the mergence of a new socialist formation characterized by participatory planning.

Book excerpt: The collapse of Marxism marked the end of an era, but also the beginning of another, argues Richard Noyes, the editor of this volume of essays which aims to address major social and economic issues from a new perspective.Using the Hegelian approach of the dialectic to analyze the contest between great philosophies, he argues that the 17th and 18th centuries witnessed the emergence of the thesis through the work of men like John Locke and Adam Smith. They sought to restrain the power of the state over the life and property of the individual. It was the age of the rights of man, the "Age of Reason". Reacting against the gross maldistribution of wealth arising with the industrial revolution, Marx set out the antithesis, the "Age of Revolution", which in practice led to the awesome power of the state over the life and property of the individual and failed to alleviate to any great extent the poverty of the proletariat. Now, Noyes argues, the synthesis is emerging. It is most fully expressed in the work of the American social reformer Henry George, whose seminal work, "Progress and Poverty", recognized the importance of unshackling the individual to look after his own well-being, but equally saw that the individual had social responsibilities. The balance between the rights of the individual and the needs of society could be brought into balance by reforming the tax system. This philosophy, though expounded in the 19th century, neatly resolves the dilemma between economic growth and environmental protection. Leo Tolstoy advocated it as the solution to Russia's feudal condition, Sun Yat-Sen campaigned for it as the cornerstone of the modernization of China and Winston Churchill and Lloyd-George urged it as a major reform just before World War I - but the tide of Marxism had not yet run its course. So that the reader may gain some understanding of what the synthesis means in practice, the remaining nine essays address a number of issues from the Georgist point of view, providing a Georgist rather than Marxist or Capitalist analysis of major issues such as: the limits of property rights; planning gain; tax reform; economic development of Latin America; economic colonialism; Green issues; agricultural subsidies and international trade. The holistic character of the emerging philosophy is examined in relation to problems ranging from environmental degradation to global conflicts over trade.
