The Stimson Center invited a group of experts who represent distinct, non-governmental institutional perspectives to look back on the work of these sectors, and evaluate how they looked at prospects for change in the Middle East. The sectors include: university scholars, think tanks, democracy and human rights non-governmental organizations (NGOs), journalists, social media, and private business. The study addresses in particular these questions: 1. What were the main judgments about prospects for change in the Middle East from 2005 to 2010? 2. Were there underlying theories or models of change that guided the analysis? 3. What were major turning points or 'light bulb' moments in the analysis? 4. Will the methods of analyzing the region change as a result of the upheaval?

Egypt remains an authoritarian state, Syria and Yemen are in the midst of devastating civil wars, Libya has descended into anarchy, and the self-declared Islamic State rules a large swath of territory. Even Turkey, which also experienced large-scale protests, has abandoned its earlier shift toward openness and democracy and now more closely resembles an autocracy. How did things go so wrong so quickly across a wide range of regimes? In False Dawn, noted Middle East regional expert Steven A. Cook looks at the trajectory of events across the region from the initial uprising in Tunisia to the failed coup in Turkey to explain why the Middle Eastern uprisings did not succeed. Despite appearances, there were no true revolutions in the Middle East five years ago: none of the affected societies underwent social revolutions, and the old structures of power were never eliminated. Even supposed successes like Tunisia still face significant barriers to democracy because of the continued strength of old regime players. Libya, the state that came closest to revolution, has fragmented into chaos, and Turkey's president, Recep Tayyip Erdogan, has used the recent coup against him as grounds for a widespread crackdown on his opponents, reinforcing the Turkish leader's personal power. After taking stock of how and why the uprisings failed to produce lasting change, Cook considers the role of the United States in the region. Despite existing research on this subject, there is still no consensus on the importance of social media and online platforms, or on how we are to understand their influence. This book provides empirical analysis of the day-to-day use of online platforms by activists in Egypt and Kuwait. The research evaluates the importance of online platforms for effecting change and establishes a specific framework for doing so. Egypt and Kuwait were chosen because, since the mid-2000s, they have been the most prominent Arab countries in terms of online and offline activism. In the context of Kuwait, Jon Nordenson examines the oppositional youth groups who fought for a constitutional, democratic monarchy in the emirate. In Egypt, focus surrounds the groups and organizations working against sexual violence and sexual harassment. Online Activism in the Middle East shows how and why online platforms are used by activists and identifies the crucial features of successful online campaigns. Egypt and Kuwait are revealed to be authoritarian contexts but where the challenges and possibilities faced by activists are quite different. The comparative nature of this research therefore exposes the context-specific usage of online platforms, separating this from the more general features of online activism. Nordenson demonstrates the power of online activism to create an essential 'counterpublic' that can challenge an authoritarian state and enable excluded groups to fight in ways that are far more difficult to suppress than a demonstration.

This book critically engages the multiple uprisings in the Middle East and North Africa (MENA) following the self-immolation of Tunisian street vendor Mohamed Bouazizi in December 2010. It brings together authors who critically analyse the unstoppable force unleashed in the streets of Tunisia, Egypt, Bahrain, Syria, Libya and Yemen. This book analyses the roots and trajectory of the recent revolts in the context of the global transformations that have redefined the politics of movement and revolution. For example, some authors engage extensively with the strategies embraced by the younger generation of activists. Others argue that the power of these revolutions lies in the people’s creative orientations including their collaborations. While much of the mobilization efforts in these different parts of the world happen through word of mouth, radio, cartoons, placards, and SMS services; sites such as Facebook helped people meet each other with a click, carrying their claims through stories, songs, poetry and art of protest across international borders quickly enabling them to rapidly bring authoritarian regimes to the brink of collapse and make a qualitatively different expression of uprisings. All authors in this volume address the question of the stakes in these revolts, as through them, spectacular and everyday violence can be challenged, and alternative social projects can emerge. Neither a footnote to the West's history, nor an appendix to neoliberal capitalist global projects, people are actively drawing on their power to disrupt domination and oppression, creatively responding to global problems and calling for democratic institutions with viable ecologies. This book was published as a special issue of Globalizations.
