Book excerpt: The report presents information developed in the course of a multi-year investigation of the need for shore protection and storm damage reduction. The study area was 8.6 miles of the Pacific coast, known as Ocean Beach, in the City of San Francisco, CA. The study area extended from Cliff House to Fort Funston. The beach portion of the study area is in the Golden Gate National Recreation Area, under the jurisdiction of the National Park Service. Facilities threatened with damage included the Great Highway, parking lots of the GGNRA, a buried storm and sewer water transport box, a sewer pumping plant and ultimately houses and businesses. The report records the Ocean Engineering, Economic, and Geotechnical studies used to formulate and analyze a variety of alternative measures, including structural seawalls and revetments, as well as beach and dune nourishment. The final analysis indicated that most of the study area, while not absolutely safe, had a low probability of erosion. In the one area with a possible federal interest, the sponsor was unable to agree to cost share at the time of the report. Therefore the study was terminated. The sponsor will pursue other measures not requiring federal cost sharing.

This TCLEE Monograph studies seven large lifeline organizations that have undertaken significant seismic improvement programs. In spite of often-cited barriers to natural hazards risk reduction, these organizations demonstrate a variety of ways to start and sustain risk-reduction programs. In these economically and politically robust organizations, top-level managers and high-level inside technical seismic advocates learned from the damage done by past earthquakes to their systems or similar systems and from research and educational programs. Then, each group developed an overall view of its system's earthquake vulnerabilities and devised adaptable, incremental seismic implementation programs.

This type of analysis essentially provides information regarding the likelihood that various levels of a ground motion parameter will be exceeded in a given period of time. The report begins with a discussion of the various seismic parameters required for the analysis and the calculation of these parameters based on seismic history data. Problems involved in the estimation of these parameters exclusively on the basis of seismological data are outlined, and emphasis is placed on the need to utilize and incorporate geologic and geophysical information in the analysis. A brief presentation of Baye's theorem and discussion of the procedure for seismic hazard estimation using the theorem are provided. The report continues with a presentation of the various mathematical formulations used in the calculation of seismic hazard probabilities. This section also includes a discussion of the use of computer programs to facilitate the calculations involved in the analysis. Concluding the report is a presentation and discussion of the various practical applications of seismic hazard analysis, emphasizing use in structural and geotechnical engineering. Some recent seismic hazard maps for the U.S. incorporating probability calculations are presented and reviewed in this section. (Author).
