Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Tracing the history of the long and contentious relationship, Francisco López Segrera analyzes the pre-revolutionary and Cold War periods as well as more recent changes within each nation and in the international environment that led to the diplomatic opening and the abandonment of regime change as the goal of U.S. policy. He considers factors such as the declining influence of hard-line Cuban exiles in the United States; almost universal calls from Latin America, Europe, and other U.S. allies for constructive diplomatic engagement; and the economic restructuring underway in Cuba following the crisis of the “Special Period” triggered by the collapse of the Soviet Union. The author also identifies conditions favoring further progress, as well as outstanding issues that may constitute barriers—especially the blockade, U.S. demands for a Western-style democracy in Cuba, and its refusal to return the Guantánamo naval base to Cuban sovereignty. Comparing the differing perceptions shaping policies on both sides, López Segrera weighs the steps that will be necessary for the two countries to move toward full normalization.

This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.
