Over the period of urban economic reform, rural-urban migration was allowed to increase in order to fill the employment gap as growth of labour demand outstripped that of the resident labour force in urban areas. However, as reforms gained pace and controls were lifted, it is plausible that competition for work between migrants and urban residents would have increased. The paper examines whether the relationship is one of segmentation or competition in the labour market. It uses attitudinal responses from two urban surveys. The urban workers who perceive competition from migrants are those who are most vulnerable. The findings are consistent with the presence of continued labour market segmentation, but suggest also that competition between the two groups is increasing.

Throughout the period of economic reform, China has been moving towards the creation of a labour market. The scale of this transformation is unprecedented. New economic incentives, vast labour migration, draconian retrenchment of state workers, and sharply rising wage inequality are all characteristic of this unique transition. Drawing on more than a decade of survey-based research, the authors systematically document and analyse this important transformation. They use economic and sociological theory, institutional analysis and political economy to fully explain the causes, pressures, obstacles and consequences of the move towards a labour market in China. It is argued that much progress has been made towards the creation of a labour market but that the process is far from complete.

Book excerpt: The massive downsizing of the state-owned sector and the concomitant impressive growth of the private sector at the end of the 1990s have altered the nature of the Chinese labor market. By bringing in more competition and market mechanisms, they have contributed to increasing labor turnover and competitiveness in market wages. Using two urban household surveys for 1995 and 2002, this paper analyzes the evolution of labor market segmentation in urban China, by applying an extended version of Oaxaca-Blinder decomposition methods. During the 7-year period, the sharp increase in earnings for all workers however shows substantial differences across ownership, economic sectors, and regions. We find strong evidence of a multi-tiered labor market along these three major lines and highlight increasing segmentation within each of the three dimensions, the gap between the privileged segments of the labor market and the most competitive segments widening over time.

It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Book excerpt: While much has been written about rural migrant workers’ experiences in the big cities, population movements into China’s vast network of towns and small cities has been largely neglected. This book presents a detailed case study of rural migrant workers experiences in a small town in a north China county. The author explores the processes and institutions that enable or preclude the social inclusion of rural workers into the town’s socio-economic system. Inclusion and exclusion are assessed through an examination of rural workers’ immersion into the urban labour market, their access to welfare benefits and to social services, such as housing, education and health. The book proposes that outside the larger cities there are alternative accounts of urban social change and of the integration of rural migrant workers. It stresses the fact that the particular socio-economic structure of towns, where the state-owned share of the economy has been smaller and where consequently social and private forces have been more active, allowed for a more open inclusion of rural workers. Though shortcomings are still observed, the book suggests that China's transformation may not necessarily result in dysfunctional and socially polarized urban environments. This book will be of interest to students and scholars of China’s rural migrant workers, bottom-up urbanization and small town development, social policy, and more broadly on contemporary social change in China.
