Such initiatives bespeak strategies to diversify economies and pursue grand ambitions across the Earth. Shining special light on Dubai, Abu Dhabi, and Doha—where the dynamics of extreme urbanization are so strongly evident—the authors of The New Arab Urban trace what happens when money is plentiful, regulation weak, and labor conditions severe. Just how do authorities in such settings reconcile goals of oft-claimed civic betterment with hyper-segregation and radical inequality? How do they align cosmopolitan sensibilities with authoritarian rule? How do these elite custodians arrange tactical alliances to protect particular forms of social stratification and political control? Book excerpt: Within a matter of decades, Gulf port cities have rapidly evolved from regional centers of cultural and economic exchange to globalizing cities deeply embedded within the global economy. Explicitly evident features of Gulf cities such as international hotel chains, shopping centers, and entertainment complexes have classified these cities as centers of consumption. Other urban trends, such as exhibition and conference centers, media and knowledge cities, and branch campuses of Western universities have integrated Gulf cities within numerous global networks. In line with this, the CIRS research initiative on “The Evolution of Gulf Global Cities” examines dynamics of urban configurations in the Gulf region (the GCC, Yemen, Iraq, and Iran) in order to understand the city as a cultural and social space. Over the course of two working group meetings, CIRS invited academics from various disciplinary backgrounds as well as architects, urban planners, and designers to discuss their research findings and to present papers linking macro-level knowledge of urbanization and modernization projects in the Gulf with the micro-level understanding of everyday spaces of living and human interaction. The chapters are combined into an edited volume titled, Gateways to the World: Port Cities in the Persian Gulf.

Like all the petroleum-rich states of the Persian Gulf, Bahrain hosts an extraordinarily large population of transmigrant laborers. Guest workers, who make up nearly half of the country's population, have long labored under a sponsorship system, the kafala, that organizes the flow of migrants from South Asia to the Gulf states and contractually links each laborer to a specific citizen or institution. In order to remain in Bahrain, the worker is almost entirely dependent on his sponsor's goodwill. The nature of this relationship, Gardner contends, often leads to exploitation and sometimes violence. Through extensive observation and interviews Gardner focuses on three groups in Bahrain: the unskilled Indian laborers who make up the most substantial portion of the foreign workforce on the island; the country's entrepreneurial and professional Indian middle class; and Bahraini state and citizenry. He contends that the social segregation and structural violence produced by Bahrain's kafala system result from a strategic arrangement by which the state insulates citizens from the global and neoliberal flows that, paradoxically, are central to the nation's intended path to the future. City of Strangers contributes significantly to our understanding of politics and society among the states of the Arabian Peninsula and of the migrant labor phenomenon that is an increasingly important aspect of globalization.

While the global financial crisis kept dreams from becoming reality, this issue of AD seeks to present a view of architecture and urbanism in the United Arab Emirates (UAE) and other states in the wider Gulf Cooperation Council (GCC) at a time when greater economic stability promises new beginnings. The issue presents examples of architecture that transcends preoccupation with fabricating images, and traces the process of making contemporary Gulf cities, from material tectonics to large-scale masterplans.
