It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. However, due to the war these reforms lost their radical character. In the end, the progressive quest for a broader sphere of public control, participatory models of reform, and social ethics yielded to the liberal model of regulation, business co-operation, and administrative efficiency, and to the moralistic agenda of prohibition and immigration control. Book excerpt: Originally published in 1967. Jane Addams was one of the most creative thinkers and activists in the history of American social reform. She pioneered the settlement house movement. She was a leader in the attempt to relate education to the new urban environment for millions of Americans in the early twentieth century. She was a vocal advocate of the Progressive movement and active in the drive for women's rights. She was also an outstanding spokesman for international understanding and world peace. Although Jane Addams is well known as one of the originators of social work in the United States, as an early advocate of a "War on Poverty," and as the proponent of ideas that led to the creation of the modern welfare state, the convictions that motivated her prodigious energy had not, prior to Dr. Farrell's investigation, been carefully examined. He traces the relation between her philanthropic principles and her Progressive politics, her feminism, and her efforts to achieve world peace. He shows how her association with John Dewey and her acceptance of pragmatism changed her thinking and also how her later pacifism alienated her from many progressives of various persuasions. Before his sudden and untimely death at the age of thirty-two, John C. Farrell had just completed this study, based on his examination of virtually every important writing by and about Jane Addams. It is not a full-fledged biography but rather an intellectual history that seeks to explain the origins and relevance of Jane Addams' ideas and activities to the first half of the twentieth century. The manuscript for this book, complete but unrevised, was edited for publication by two of Farrell's colleagues who prefer to remain unidentified. Charles C. Barker, professor of history at Johns Hopkins University, wrote an introduction that places Beloved Lady in the context of scholarly literature on Jane Addams.

Book excerpt: As Jeff Singleton shows, the rapid expansion of unemployment relief in the early 1930s generated pressures which led to the first federal welfare programs. However the process has received relatively little attention from historians, and unemployment relief does not play a major role in discussions of the current state of welfare. Singleton seeks not only to fill this gap, but to challenge popular interpretations of relief policy in the early 1930s. He shows that relief was expanding prior to the depression and that the modern aspects of social policy implemented in the 1920s profoundly influenced the response of the welfare system to the early stages of the economic crisis. Relief under President Herbert Hoover was neither primarily voluntarist nor traditional. The first full-fledged federal welfare program was implemented under the Hoover administration by the Reconstruction Finance Corporation. The initial goals of the New Deal's Federal Emergency Relief Administration were to reduce the national relief caseload and the federal welfare role, while improving standards for those on the dole. The institutionalization of state-level welfare was a consequence of the failure of the 1935 reform program (the WPA and the Social Security Act) to eliminate the dole, not a product of conscious liberal policy. Singleton concludes by evaluating the 1996 Personal Responsibility Act in the context of these conclusions. If the dole was not a product of liberal reform, but, instead, arose to fill a policy vacuum, then it will be difficult to eliminate by legislative fiat unless states and the federal government are willing to finance relatively costly alternatives. A provocative analysis of interest to historians and social scientists concerned with American social and labor policy.

But as historian Daniel Amsterdam shows, the relationship between business interests and the development of American government was hardly so simple. Roaring Metropolis reconstructs the ideas and activism of urban capitalists roughly a century ago. Far from antigovernment stalwarts, business leaders in cities across the country often advocated extensive government spending on an array of social programs. They championed public schooling, public health, the construction of libraries, museums, parks, and playgrounds, and decentralized cities filled with freestanding homes—a set of initiatives that they believed would foster political stability and economic growth during an era of explosive, often chaotic, urban expansion. The efforts of businessmen on this front had deep historical roots but bore the most fruit during the 1920s, an era often misconstrued as an antigovernment moment. As Daniel Amsterdam illustrates, public spending soared across urban America during the decade due in part to businessmen's political activism. With a focus on three different cities—Detroit, Philadelphia, and Atlanta—and a host of political groups—organized labor, machine politicians, African American and immigrant activists, middle-class women's groups, and the Ku Klux Klan—Roaring Metropolis traces businessmen's quest to build cities and nurture an urban citizenry friendly to capitalism and the will of urban capitalists.
