Where possible, trends in changes that may have occurred between 1976 and 1989 have been determined. Seven metals were focused on: cadmium, chromium, copper, mercury, nickel, lead and zinc. Sites at which heavy metals were the highest are identified and, whenever possible, related to toxic inflows from the River's international section, priority industries, tributaries and riverside municipalies.

Book excerpt: Preindustrial marine clays, often dredged in the maritime seaway, represent a concern for the environment management as they are considered potentially toxic with regards of the sediment quality criteria. A research project was initiated in 1999, at the St. Lawrence Centre, to better document the background levels of target chemicals in these "uncontaminated" sediments. The results highlight the association of Cr and Ni to the inert silicate fraction of marine clay sediments, whereas Cd, Pb, Zn as well as Cd and Hg display generally an affinity towards more reactive phases of the sediment. The latter trace metals in these sediments are not an issue for dredged material management as their levels are always close to the no-effect level. Future results will include normalization of trace metal concentrations with organic carbon content, grain size distribution and conservative elements such as Al and Li, for a better application of the criteria to preindustrial marine clays.

Book excerpt: "The St. Lawrence River is a complex ecosystem whose properties change from its headwaters to its outlet. Opened in 1959, the St. Lawrence Seaway allows ocean-going vessels to travel from the Atlantic Ocean to the Great Lakes, a distance of more than 3200 km. To ensure safe navigation conditions, roughly 450 000 m3 of sediment are dredged annually in the St. Lawrence. One of the major concerns associated with dredging is the temporary increase in suspended solid (SS) concentrations, which can pose a threat to aquatic life. The surface water quality criteria adopted by the MDDELCC help protect aquatic life from the harmful effects of suspended solids. These quality criteria are used, in particular, to limit SS concentrations in wastewater effluents discharged into the environment. SS management criteria specific to dredging activities have now been identified, taking into account ambient SS concentrations observed in the St. Lawrence and SS concentrations measured in dredging situations"--Abstract, p. vi.

Book excerpt: The St. Lawrence River is subject to various anthropological pressures that can entail negative consequences for the ecosystem. As a result of the third and fourth St. Lawrence Action Plans, the current vision of sustainable management of this river and its main functions emphasizes the need for sound risk-based assessment approaches to support management decisions. More specifically, the sustainable navigation strategy, drawn up under St. Lawrence Action Plan III, explicitly identifies the need to develop sediment quality assessment tools, including those derived from ecotoxicological studies. The first management option addressed in this perspective was the open-water disposal of dredged sediments. In this context, an ecotoxico-logical risk assessment (ERA) approach using chemical characterization in Tier 1 and benthic organisms' toxicity tests in Tier 2 was elaborated based on physicochemical, toxicity testing, and benthic community structure data acquired from sediment samples collected in 59 sites along the St. Lawrence River. Hence this ERA approach will be used to determine whether the risk posed by the exposure of benthic organisms to dredged sediments at deposit sites and downstream is acceptable and compatible with open-water disposal.

Book excerpt: Some of the nation's estuaries, lakes and other water bodies contain contaminated sediments that can adversely affect fish and wildlife and may then find their way into people's diets. Dredging is one of the few options available for attempting to clean up contaminated sediments, but it can uncover and re-suspend buried contaminants, creating additional exposures for wildlife and people. At the request of Congress, EPA asked the National Research Council (NRC) to evaluate dredging as a cleanup technique. The book finds that, based on a review of available evidence, dredging's ability to decrease environmental and health risks is still an open question. Analysis of pre-dredging and post-dredging at about 20 sites found a wide range of outcomes in terms of surface sediment concentrations of contaminants: some sites showed increases, some no change, and some decreases in concentrations. Evaluating the potential long-term benefits of dredging will require that the U.S. Environmental Protection Agency step up monitoring activities before, during and after individual cleanups to determine whether it is working there and what combinations of techniques are most effective.
