Book excerpt: The Joint Chiefs of Staff need to update CJCSM 3500.04D Universal Joint Task List (UJTL) to reflect Stability, Security, Transition, and Reconstruction Operations (SSTR) as a subset of Force Employment Operations (equates to Major Theater War (MTW)). Furthermore, SSTR operations and its subset operations need to be clearly defined and have UJTL tasks assigned. This will help operational and tactical planners develop a more integrated plan for SSTR operations throughout the phases and not just in phase four. The same focus as other employment operations is needed for SSTR before, during, and after traditional combat operations because SSTR operations are often executed simultaneously with these type operations. Without this specificity in joint publications and doctrine, the U.S. military will continue to struggle with SSTR operations because SSTR is not a focus during the JOPP. The U.S. military conducted SSTR operations in its past, has joint operations on going, and will continue to have SSTR requirement in the future with the current in stability in several regions of the world. It is for this reason that SSTR operations need to be a defined operation in the UJTL with associated tasks. This will provide the tool and resource needed for detailed SSTR operational planning.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Book excerpt: On 24 January 2013, the Secretary of Defense (SecDef) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule (DCAR) that excluded women from assignment to units and positions whose primary mission is to engage in direct combat on the ground. In doing so, the SecDef directed the opening of all occupational specialties, positions and units to women; the validation of gender-neutral standards for those positions; and establishment of milestones for implementation. In a March 2013 memorandum, Commander USSOCOM directed several initiatives as a result of the SecDef's DCAR rescission. While other studies examined individual performance and standards, the JSOU Center for Special Operations Studies and Research examined the effects on team dynamics. The challenge for this study was to determine if changing the gender component of Special Operations Forces elite teams from single-gender (masculine) to mixed-gender would affect team dynamics in a way that would compromise the ability of the team to meet a mission objective.
