Book excerpt: Prioritizing Security Sector Reform: A New U.S. Approach argues that security sector reform should be at the core of a new U.S. policy to strengthen the security sector capacity of countries where U.S. interests are at stake. Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. Book excerpt: Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Following an overview of 'ideal' SSR requirements, contrasted with typical obstacles inhibiting SSR efforts, the main body of this volume offers evidence-based analyses of positive and negative SSR records in barely enabling environments, drawing on the experiences of specific national and international SSR programmes and experiences in Africa, the Americas, Asia and Europe. Lessons learned from these experiences are intended to feed into theoretical re-thinking of SSR policy frameworks as well as to help practitioners in designing and implementing effective and sustainable SSR in challenging environments.

Book excerpt: Failing and failed states are not able to provide equitable safety, security, and justice to their people through the traditional state mechanisms of police, judiciary, courts, and penitentiaries. In such situations, state mechanisms are ineffective, predatory, or absent. Security sector reform, commonly referred to as SSR, emerged as an activity in the 1990s in recognition of the changing international security environment and the limitations of reform approaches among interveners working in failing and failed states.2 SSR is a relatively new discipline in the context of peace and stability operations, whether these operations are United Nations (UN)-led or otherwise managed and supported. The coherence of strategies is improving, but the 1990s and 2000s have been witness to unsustainable and inconsistent security sector reforms in places like Kosovo, Liberia, and Haiti, among others. As time passes, the meta-narratives of legitimacy, accountability, efficiency, and effectiveness influence SSR activities within the international community of states involved with such reforms. This type of reform is multisector, multilateral, multifunctional, and multidonor in nature, similar to other lines of operation in security, governance and participation, humanitarian assistance and social well-being, economic stabilization and infrastructure, and justice and reconciliation. There is no one way to conduct SSR in post-conflict environments; and the various groups, organizations, and nations involved in SSR understand it based on their own policies, doctrines, and practices. As the environment in which interventions occur becomes more complex, so too must SSR in response to these changes. The SSR lens is not a comprehensive one, and SSR approaches vary greatly within the international community, as do meanings, definitions, policies, guidance, and implementation. Within the international community there have been successful attempts to standardize and integrate SSR through "combined funding mechanisms and enhanced collaboration among defense and development agencies."4 Of particular note are the efforts by the Organization for Economic Cooperation and Development (OECD) and the UN. Most members of the international community use the progress achieved by the OECD and the UN, among others, to inform their own national efforts regarding this type of reform in international interventions. The standards and guidance provided through their research can be found in country policies in Canada, the United Kingdom(UK), and the United States, as well as international processes at the North Atlantic Treaty Organization (NATO) and other international organizations. This is a significant step forward in improving the approach to reform and allowing for local capacities in host nations to be a part of such reforms. The notion that the West can intervene in places like Kosovo, Timor Leste, Liberia, and Haiti through a sort of neo-colonialism meted out through westernized policies and programs is nearly expunged from the imagination of the international community. A far better and more broadly accepted approach is to convene with host nations to build their own capacities to legitimize and sustain reform over the long haul. This paradigm shift permits the international community to move from perpetual leadership into a role of mentorship that enables a cleaner transition towards an exit strategy. The international community, however, remains on the upswing of the learning curve related to SSR. Many approaches have been attempted since the conflicts in the early 1990s in the former Yugoslavia.

They both reflect a conceptualization of security that is not limited to the level of the state, but takes into account security threats and needs at societal and individual levels. This common basis provides opportunities for synergies between SSR and mine action. However, empirical evidence demonstrates that the strong conceptual basis is not fully reflected in concrete activities, and the linkages remain limited and underexplored. Despite this gap, there are positive examples showing the potential for synergies between SSR and mine action. Ultimately, this paper maintains that the concept of human security provides a comprehensive framework which can bridge the differences and open broader opportunities for cooperation, which in turn will increase the impact of interventions in SSR and mine action.

Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-HÃ?¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.
