Yet, while charged with the long-term task of providing a security environment conducive to rebuilding war-torn societies, internal security structures tend to lack civilian and democratic control, internal cohesion and effectiveness, and public credibility. They must be placed under democratic control and restructured and retrained to become an asset, not a liability, in the long-term peacebuilding process. External actors from other nations, regional organizations, and the United Nations can be of assistance in this process by creating a basic security environment, preventing remnants of armed groups from spoiling the fragile peacebuilding process, and by facilitating reform of the local security sector. This book offers examples and analyses by an international group of academics and practitioners with direct experiences with security sector reform programs. The case studies offer the reader a useful laboratory in which comparisons can be made and observations tested. Book excerpt: Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. Accordingly, this lexicon aims to clarify and illuminate the multiple facets of post-conflict peacebuilding, by presenting its major themes and trends from an analytical perspective. Rising powers such as China and India dissent from traditional templates of peacebuilding and apply their own methods to respond to security issues. This book fills a gap in the literature by examining how emerging actors (China and India) engage with security and development and how their approaches differ from those of a traditional actor (the UK). In the light of democratic peace and regional security complex theories, the book interprets interview data to compare and contrast the engagement of these three actors with post-war Nepal, and the implications for security sector governance and peacebuilding. It contends that the UK helped to peacefully manage transition but that the institutional changes were merely ceremonial. China and India, by contrast, were more effective in advancing mutual security agendas through elite-level interactions. However, the ‘hardware’ of security, for example material and infrastructure support, gained more consideration than the ‘software’ of security, such as meritocratic governance and institution building. This book will be of much interest to students of peacebuilding, development studies, Asian politics, security studies and International Relations in general.

However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-HÃ?¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Book excerpt: There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.

Moreover, as hybrid actors take on an important role as security providers amid the pandemic in a context of limited or absent oversight, risks associated to a lack of accountability, ethno-religious discrimination, human rights abuses, and gender-based violence grow. While classical approaches to security provision tend to portray non-state actors and the State as inherently at odds, the complexity of a rapidly evolving security landscape throughout the region should trigger a revision of the very concept of effective governance. Against this backdrop, how should Security Sector Reform (SSR) strategies and programmes adapt? What lessons can be drawn from selected case studies such as Iraq, Libya, and Yemen?
