The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. Book excerpt: In 1999, the people of East Timor voted, overwhelmingly, against a proposal that would make their island an autonomous province of the Republic of Indonesia. Though it appeared that all of the factors for a successful transition from conflict to peace and stability were present and it was expected that establishing a new state would be fairly straightforward, surprisingly, to the International Community, this was not the case. This paper examines the United Nation's (UN) efforts in Timor-Leste (formerly East Timor) as an important case for the study of SSR and postconflict stabilization and reconstruction. The authors argue that, despite presumed favorable conditions especially when contrasted against other contemporary peace support operations, the SSR program has failed. The paper begins with a brief history of the UN's efforts at SSR in Timor-Leste and then presents an analytical framework to assess these efforts based on the Guiding principles for stabilization and reconstruction, co-authored by the U.S. Institute of Peace and U.S. Army Peacekeeping and Stability Operations Institute. Using this framework, the paper highlights several critical junctures where the international community could have better leveraged and empowered the host-nation to improve reform outcomes.

Through innovative partnerships between the UN and the World Bank, a new and important practice area in public financial management of the security sector is beginning to take shape. This paper traces the new demands placed on peacekeeping operations to “get more bang for every peacekeeping buck”, and explores how to match SSR priorities and recurring costs in the security sector with available resources over the long term. In presenting the lessons learned from the security sector public expenditure review conducted by the UN and the World Bank in Liberia in 2012, the first such review jointly undertaken by the two organizations, the paper seeks to illustrate how the discussion on right-sizing of the security sector can go hand in hand with a discussion on right-financing in order to help prioritize key reforms pragmatically in light of the available fiscal space. Specifically, the paper provides SSR practitioners with insights into the challenges often encountered when assisting national authorities to address the political economy of SSR, and how to navigate those dilemmas.
