Proceeding from a critical rendering of statist conceptualisations of borders, security and governance, the book not only emphasises the politics of borders, mobility and re-locations, but also provides a shared groundwork for interrogating the spatial conditions for bordering and border work as manifestations of a continuously deferred becoming rather than being. A principal contribution of the volume is its scrutiny of how borders are enacted and perceived in and through the everyday, and of how such production and construal can make sense as acts of resistance to various forms of governing. Such a focus reveals the necessity of investigating how governing from afar affects the possibilities and tendencies to securitise as well as desecuritise, within as well as beyond elite settings. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. Are both of these processes condemned to fail because of what was left out, rather than put in, to the organizational mix of both alliances? Is the leadership of NATO, for example, making the single largest, and costliest, blunder in the history of the organization? And is this being done, as well as that by the European Union, in part because of narrowly-held theoretical perspectives that define security in the most minimalist terms? Too often these processes of enlargement are discussed both out of context and in seclusion from one another, as if neither affects the other in any way, shape or form. This work brings together both processes of enlargement in order to examine whether or not similar mistakes are being made by both organizations, with grave practical consequences.
